INTER -OFFICE MEMORANDUM
TO: The Honorable Mayor and Members DATE: ,JUN — I 2000
of the City Commission
SUBJECT:
Personal Appearance by

C City Commission Meeting

RECOMMENDATION:
FILE:
The administration recommends that the personal appearance by Mr. Adrean Lans be deferred at this time
in order to provide the Community Redevelopment Agency ("CRA") an opportunity to continue its
efforts for the placement of a public library at 100 N.W. 17th Street, commonly known as the Dorsey
Library.
BACKGROUND:
On February 14, 1940, this property was deeded to the City of Miami by D.A. Dorsey and Rebecca L.
Dorsey, his wife and Washington Heights Library Association, which provided that if the City of Miami
shall at any time, abandon the use of said property as a public library, the real property shall immediately
revert to the Dorseys', their heirs, legal representatives or assigns. Any proposed change of use would
require the Law Department to review the continued applicability of the deed restriction.
On August 27, 1999 the Turkel Resource Foundation contacted the CRA to advise that they would be
willing to work with the City to pay for the cleaning of the building and to assist in the restoration of the
Dorsey Library building. The CRA has collaborated with the Burdines Foundation, the Dade County
Library System, Barbara Carey's office, Ms. Dana Chapman and Mr. Leonard Turkel in order to explore
further the funding sources for this project. The Dade County Library system has agreed to furnish and
give technical advice as to the set up of the library. The CRA has obtained the services of an architect,
on a probono basis, to inspect the building and provide a cost assessment for renovation of the building.
The assessment is expected to be completed by the end of July, 2000.
