Note for the Record: Commissioner Sanchez stated that he would like to see some kind of reduction in the proposed salary and benefits package for City Manager Carlos Gimenez. Note for the Record: Commissioner Regalado inquired of the City Manager to review all departments to determine need for each department. Direction to the City Manager: by Commissioner Teele to make himself available to union leaders. Note for the Record: Commissioner Regalado requested of the Manager to take a closer look at the Community Development Department as it pertains to social programs, housing, and the manner in which federal dollars ar dispersed to help the community to further ensure that the needs of agencies/organizations are being met. Note for the Record: Commissioner Winton indicated he would not be amenable to providing severance pay wherein a Manager does not perform adequately and is removed for certain performance related issues; further urging his colleagues to set criteria to determine appropriate performance; further inquiring of the City Manager to address property owners' costs (including taxes and fees) in order to place the City of Miami in a more competitive position in attracting people back to Miami. • CITY OF MIAMI iICON IN11�114 CITY CLERK'S REPORT DATE: May 18, 2000 Note for the Record: Commissioner Teele requested the City Manager to have different department directors accompany him to the State of Florida Financial Oversight Board meetings . on a rotational basis; further encouraging that the City Manager work with the Mayor and Commission under the current form of government to review what our Charter is and our procedures are; further directing the City Manager that, prior to presentation of the FY -2001 Budget, that he would commit to rightsizing the City of Miami government and, if necessary, procure the services of an outside consultant in furtherance of same; further stating his opinion that each department should have at least one deputy director; further encouraging the City Manager to continue a relationship with the federal government and urging the Manager's efforts in seeking to work cooperatively with them, particularly those federal agencies that give this community grant funds, along with working cooperatively with other federal officials, including the Attorney General and the Department of Housing, and United States Department of Housing and Urban Development Department of Health and Human Services; further stating his personal view to support a budget that does not go beyond the rollback rate; further directing the City administration to obtain a copy of the Budget Responsibility Act of 1993 from Metropolitan Dade County which was sponsored by Commissioner Teele and required the Mayor to submit a budget target to the Manager by a date certain; further encouraging Miami's destiny as a major city and any effort by the City Manager to increase Miami's population to five hundred thousand, the target population number by federal law which would afford the City of Miami designation as a major city and make it eligible for certain federal funding dollars; further encouraging that the Manager pledge noninterference in the internal operations of the Fire Department; further encouraging the Manager's efforts in promoting affirmative action hiring practices which would ensure that women, African Americans, Hispanics will have equal opportunities for employment, provided that qualifications for said job opportunities are met; further promoting the idea that each of the five Commission districts should have a major tourist and economic development project; further encouraging the Manager to demonstrate sound professionalism and ethical practices in providing his personal recommendations to the Commission, without regard to the outcome of Page No. 2 CITY OF MIAMI ,,07 CITY CLERK'S REPORT DATE: May 18, 2000 Page No. 3 any external factors; also urging the Manager to commit to working with the Mayor's Office, and with appropriate offices in sending out a positive message, supported by facts, in the media, even if it is a paid message, as it pertains to alleged discrimination against blacks, once his appointment has been made. Note for the Record: Vice Chairman Gort urged the City Manager's commitment to maintaining the best and most capable professional staff; further stating that the City Manager work very closely with the Police Chief in administration of the Law Enforcement Trust Fund, particularly as it relates to children -related projects, making sure that the City of Miami organization work together as a team in order to lessen the gap between Commission action on projects and administrative implementation of same. Direction to the Administration: by Commissioner Teele to provide him with a percentage of the people working within the City of Miami, who live in the city, by department, and also by union affiliation; further directing the Manager to create incentives for employees to buy homes in the City of Miami and live here. Note for the Record: Mayor Carollo indicated that the employment contract for City Manager Carlos Gimenez should provide that: between now and calendar year 2001, if there's a change in the form of government wherein the Mayor would have additional powers, and that the position of City Manager ceases to exist, then the position of City Manager would roll into whatever new position is created (i.e., Manager, Administrator, First Deputy Mayor); further stating that in order to reduce the rollback rate, the City has to find dollars either reducing our budget through lowering services, cutting back in different areas or by finding recurring revenue sources, and would suggest also consideration of certain other initiatives: taking control of the Department of Off -Street Parking; selling the naming rights of the Orange Bowl; establishing a workable relationship between the Police Chief and administration as it pertains to the Law Enforcement Trust Fund, utilizing monies from said fund to substitute for General Fund dollars on certain projects; utilization of the parking between the slip CITY OF MIAMI \R$OB9� BBB~q%� 'CITY CLERK'S REPORT DATE: May 18, 2000 Page No. 4 and Biscayne Boulevard behind American Airlines Arena, which is under a 30 -day revocable permit, and reexamining our leasing relationship with Coconut Grove Sailing Club, etc. to get the market value dollars for that and any other contract that the City enters into. A RESOLUTION OF THE MIAMI CITY COMMISSION R-00-432 RATIFYING, APPROVING AND CONFIRMING MAYOR JOE MOVED: TEELE CAROLLO'S APPOINTMENT OF CARLOS A. GIMENEZ AS SECONDED: SANCHEZ CITY MANAGER OF THE CITY OF MIAMI, FLORIDA, UNANIMOUS EFFECTIVE UPON FINAL APPROVAL BY THE FINANCIAL EMERGENCY OVERSIGHT BOARD OF A COMPENSATION PACKAGE. Note for the Record: The Commission provided that Carlos Gimenez shall have ten days to confirm or reject the position of City Manager, and during the interim, Mr. Gimenez shall be allowed to hold both positions of City Manager and Fire Chief. M=0 DATE Ll CITY OF MIAMI CITY CLERIC'S REPORT May 18, 2000 Note for the Record: Vice Chairman Gort indicated that his colleagues need to analyze the fact that City Manager Gimenez would sacrifice his pension benefit if he does not work as Fire Chief until October of 2001, when he is entitled to participate in the DROP (Deferred Retirement Option Plan) Program; further urging a careful review of the numbers regarding the City Manager's proposed salary and benefits package, CLERK NOTE: AS DULY NOTED ON THE HEREIN AGENDA AND CITY CLERK'S REPORT, WHICH CONSTITUTE A JOURNAL OF CITY COMMISSION PROCEEDINGS, THE "UNANIMOUS" NOTATION NEXT TO THE VOTE ON EACH AGENDA ITEM MEANS THAT ALL FIVE CITY COMMISSIONERS WERE PRESENT AND VOTED "AYE" ON SAID ROLL CALL VOTE.
