Expenditures to date for sidewalk replacement Citywide in FY 2000: Citywide Sidewalk Replacement Phase 15 (Gas Tax) $ 312,107 2. Remaining expenditures for sidewalk replacement Citywide in FY 2000: Downtown CBD Sidewalk Replacement (Impact Fee) $ 787,000 (est) Coconut Grove Sidewalk Rebuilding (Impact Fee) $ 165,000 (est) Citywide Sidewalk Replacement Phase 16 (Gas Tax) $ 52.000 (est) TOTAL $1,004,000 3. Submi,hed, ihto `the- fubliG rP'auar is _.,..�.4.tio» wi't'h Lam R: -440,n' -!yt' 21,00 • The Honorable Mayor and Members of the City Commission Citywide Sidewalk Replacement Program Page two • In 1992, the City initiated an aggressive program to replace damaged concrete sidewalk Citywide. This action was in response to citizen complaints about the poor condition of many of the City's sidewalks and the need to reduce the City's exposure to liability. Since 1992, approximately $1,000,000 per year of new concrete sidewalk has been constructed, the majority of which replaced existing damaged sidewalk. This rate of construction meets the demand for replacement of existing damaged sidewalk from citizens; however, this rate also utilizes a majority of the Community Development, Impact Fee and Gas Tax funds appropriated for street improvements. The current sidewalk replacement program does not address the construction of new concrete sidewalk in areas where sidewalk is missing. A recent inventory of the City's streets concludes that approximately 2,975,550 square feet of sidewalk is missing on streets Citywide. The most critical obstacle that has prevented the City from completing the installation of new sidewalks in areas where sidewalks are missing is that all of the right-of-way (land) for streets and sidewalks has not been dedicated by the abutting property owners. The City cannot consider the installation of sidewalk until such time that the land is dedicated to the public. other obstacles include physical barriers such as terrain, trees and structures, resident opposition to sidewalks and funding. The estimated cost to complete the installation of sidewalks on all City streets is $11,902,200. Demand for new sidewalks from residents received by the Public Works Department is low when compared to other requests for service in the public right-of-way, and voluntary dedicca�ioQn�o-f land by property owners for the installation of sidewalk is rare.
