I would like to bring up as a pocket item on the February 17, 2000,
Commission Meeting, a request made by Regis House to subordinate its lien
to that of a new mortgage and maintain the same terms as contained in the
original agreement. Attached is a copy of their letter addressed to
Gwendolyn Warren Director of the Community Development Department.

Since its inception in 1984, Regis House has been committed to helping youth in the City
Alberto Comas of Miami. Through our drug counseling, treatment, and cultural awareness programs, in
Jose companioni 1999 Regis House, touched the lives of over 2,000 youngsters in the areas of Wynwood,
Allapattah, Melrose, East Little Havana, and Overtown. We remain committed to helping
Alex Cornelia children in these areas and ask your assistance in a matter with the City.

As you may know, on February 27, 1991, Regis House entered into an agreement with the
Francisco L. Del Valle City of Miami for the purpose of acquiring a building located at the above referenced
address to house the outpatient drug abuse treatment facility for youth in the City of
Miami. At this time, Regis House has a mortgage with Union Planters Bank with an
outstanding balance of $67,986.96.

We have been approved and are ready to close on a new loan in the principal amount of
$149,500 from a private lender to pay oifthe existing first mortgage with Union Planters

Since paragraph 5.7 of the agreement states that the entire balance advanced by the City is
immediately due and payable in the event of a re -finance, we request that due to the fact we
are not changing the use of the grant that the City consider subordinating its lien to that of
