FLORIDA INTER -OFFICE MEMORANDUM TO: The Honorable Mayor and Members DATE JAN 2 7 2000 of the City Commission SUBJECT: Motion 99-950 Media Relations FROM: Ona .Warshaw REFERENCES: City Manager ENCLOSURES: FILE Report Please refer to City Commission Motion 99-950 instructing to the City Manager to provide a full explanation as to why the Office of Media Relations went over its budgetary amount. The below noted is in response to that request: • The FY 1999 Media Relations' Budget was approved on June 30, 1998. • On November 8, 1998, the Director of Media Relations provided sufficient and timely written documentation to the City's Administration on the projected deficit. This information was submitted prior to the adoption of the Anti - Deficiency Ordinance. • The ,City Administration approved Media Relations' projected deficit on the same date, in anticipation of receiving the TCI monies. • The City's Anti -Deficiency Ordinance (11727) was adopted on November 17, 1998 and became effective on December 17, 1998. • Media Relations did not exceed its FY 1999 budget until September 1999. • The City Administration waited until the end of FY 1999 to cover said deficit in anticipation of receiving the TCI funds.
