City Manager ENCLOSURES:
The City Administration recognizes the request from Mr. Willard Hart for a
personal appearance before the City Commission to discuss exemption from
obtaining waste services.
Recommendation to the City Commission is that this exemption not be granted.
This recommendation stems from the following: 1) the City Code does not
provide for an exemption from obtaining waste services from a franchise hauler
when waste is being generated, and 2) the Department of Solid Waste has done
a site visit to 941 NW 3 Avenue and has determined that this property is a
commercial establishment generating waste.

Pursuant to the Commission's request at its meeting of December 14, 1999,
representatives from the Department of Solid Waste and Imperial Sanitation
Services met with Mr. Willard Hart on December 30th and resolved his concerns
regarding solid waste service.
Imperial Sanitation and Mr. Hart agreed to a credit adjustment to his account and
to the reduction in the cost of solid waste collection service through the use of a
smaller r,9ptainer.
