Dear Mr. Warshaw:
I was scheduled to appear in front of the Miami City Commission on November 16, 1999, but I was
out of town when the letter arrived notifying me of the date.
I would like to reschedule my appearance in front of the first commission meeting on January 13,
2000.
My name is Richard Astrom and the President of National Rehab Properties, Inc. National Rehab is a
Real Estate Developer and a public company, traded electronically on the Bulletin Board (OTC:BB).
National Rehab Properties Inc is a 5 year old company. We have done housing projects in Georgia
and Louisiana, as well as Florida. Our office is presently located in the City of Miami and we are
presently developing a 60 unit apartment project at 5271 SW 8 Street, in the City of Miami. We are
negotiating for an additional similar apartment project and are looking for others. We are financially
qualified to do several projects simultaneously. I was raised in the City of Miami, graduated from
Miami High and the University of Miami and would like to permanently keep National Rehab here in
Miami_
I am sure that our employees, agents and professionals working on our projects will meet with you
and your staff during the development of these projects. We hope to become known in The City as a
responsible corporate citizen and I hope that our employees and agents may be afforded any
courtesies that may be possible so that we can build our projects without needless delays.
We are also in a project to build 100 affordable housing units in Dade County, so therefore I know
and understand the value of the public sector and private sector working in harmony to achieve
common goals.
