A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING FUNDING, IN AN AMOUNT NOT TO
EXCEED $9,690.00, FOR COSTS INCURRED BY THE
DEPARTMENT OF POLICE FOR THE ACCREDITATION OF
SAID DEPARTMENT BY THE COMMISSION ON
ACCREDITATION FOR LAW ENFORCEMENT AGENCIES,
INC. (C.A.L.E.A.); FURTHER AUTHORIZING THE
C=ITY MANAGER TO ENTER INTO AN AGREEMENT WITH
C.A.L.E.A. FOR A PERIOD OF TWENTY-FOUR (24)
MONTHS TO COMPLETE THE ACCREDITATION PROCESS;
ALLOCATING FUNDS FROM THE LAW ENFORCEMENT
TRUST FUND, PROJECT NO. 690001, SUCH
EXPENDITURES HAVING BEEN APPROVED BY THE
CHIEF OF POLICE AS COMPLYING WITH THE FLORIDA
STATE STATUTES, CHAPTER 932.7055, AS AMENDED.
WHEREAS, Florida State Statutes, Chapter 932.7055, authorizes
the expenditure of forfeiture cash or proceeds for certain law
enforcement purposes not considered normal operating expenses; and
WHEREAS, accreditation by the Commission on Accreditation for
Law Enforcement Agencies, Inc. (C.A.L.E.A) is awarded every three
years and attests to the agencies compliance with exacting
professional standards in the field of law enforcement and the
timely delivery of law enforcement services; and
WHEREAS, the Department of Police received accreditation in
November 1995 and such status was renewed in October 1998; and

WHEREAS, the Department of Police has re-applied for
accreditation; and
WHEREAS, the Department of Police requires funding for
accreditation assessment fees based on the full time number of
department employees, and other expenses related to the on-site
mock assessment and final assessment; and
WHEREAS, cost for the accreditation process have not been
included in the Police Department's Operating Budget and said
costs qualify for funding from the Law Enforcement Trust Fund; and
WHEREAS, the Chief of Police has recommended adoption of this
Resolution and has determined that the expenditures proposed
comply with the Florida State Statutes, Chapter 932.7055;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. Funding, in an amount not to exceed
$9,690.00, for costs incurred by the Department of Police for the
accreditation of the Department by the Commission on Accreditation
for Law Enforcement Agencies, Inc. is authorized, with funds
allocated from the Law Enforcement Trust Fund, Project No. 690001,
such expenditures having been certified by the Chief of Police as
complying with Florida State Statutes, Chapter 932.7055, as
amended.

Section 3. The City Manager is authorized" to execute an
agreement, in a form acceptable to the City Attorney with
C.A.L.E.A. for a period of 24 months to complete the
accreditation process.
Section 4. This Resolution shall become
immediately upon adoption and signature of the Mayor 2/

1� The herein authorization is further subject to compliance with
all requirements that may be imposed by the City Attorney,
including but not limited to those prescribed by applicable City
Charter and Code provisions.
21 If the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by
the City Commission.

ENCLOSURES.
Attached is a Resolution authorizing funding for expenses and fees necessary for the accreditation
process conducted by the Commission of Accreditation for Law Enforcement Agencies, Inc.,
(C.A.L.E.A.), in the amount of $9,690, utilizing Law Enforcement Trust Fund monies. Further
authorizing the City Manager to enter into an agreement, in a form acceptable to the City Attorney,
with the Commission of Accreditation for Law Enforcement Agencies, Inc., for a period of twenty-
four (24) months.
Accreditation is awarded every three years and it attests to the agencies compliance with exacting
professional standards in the field of law enforcement and the timely delivery of law enforcement

As this is a Law Enforcement Trust Fund expenditure, it is necessary that the attached Affidavit be
signed and notarized. Upon signing the appropriate documents, please return the entire package to
the Business Management Section for further distribution. Additionally, your initials are required
in the bottom left hand corner on the memorandum from the City Manager to the Mayor and
Commissioners.

funding for expenses and fees necessary to conduct the accreditation process for the Department of
Police by the Commission of Accreditation for Law Enforcement Agencies, Inc. (C.A.L.E.A.), in
the amount of $9,690, and further authorizing the City Manager to execute an Agreement with the
Commission of Accreditation for Law Enforcement Agencies, Inc., for a period of twenty-four (24)
months. Funding is to be provided from the Law Enforcement Trust Fund, Project Number
690001.

November 1995, and this status was renewed in October 1998. The Police Department has re-
applied for accreditation. These funds will be used primarily for assessment fees for accreditation
