AFFIRMATIVE VOTE, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING OF AN EMERGENCY, WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDDING PROCEDURES, AND ACCEPTING THE BID OF GANCEDO TECHNOLOGIES, INC., THE LOWEST RESPONSIVE AND RESPONSIBLE BIDDER PURSUANT TO INFORMAL BIDS DATED AUGUST 3, 2001, FOR THE PROJECT ENTITLED "WATSON ISLAND BOAT RAMP LIGHTING PROJECT, B-6396", IN AN AMOUNT NOT TO EXCEED $68,972; ALLOCATING FUNDS FROM ACCOUNT CODE NO. 333126.669305.6.860; AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PROJECT. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. By a four-fifths (4/5th,) affirmative vote of the City Commission, the City Manager's finding of an emergency, waiving the requirements for competitive sealed bidding procedures, and accepting the bid of Gancedo Technologies, Inc., the lowest responsive and responsible bidder pursuant to informal bids dated August 3, 2001, for the project entitled "Watson Island Boat Ramp Lighting Project, B-6396", in an amount not to vau ro Or exceed $68,972, is ratified, approved and confirmed, with funds allocated from Account Code No. 333126.669305.6.860. Section 2. The City Manager is authorized!' to execute the necessary documents, in a form acceptable to the City Attorney, for said Project. Section 3. BACKGROUND On July 12, 2001, the City M. nager made a written finding that improvements to the Watson Island public boat ran tp were of an emergency nature. The improvements include the ; installation of the boat ramp parking area lighting, which forms part of the phase one in tprovements, partly funded by a grant from the Florida Inland Navigation District W..terways Assistance Program. On August 3, 2001, informal ' )ids were received and the lowest responsive and responsible bid, in the amotm of $68,972.00, was from Gancedo Technologies, Inc. Funds are available from CII' Project No. 333126, Account No. 669305.6.860. Attached please find a memo dated July 12, 2001 requesting the City Manager's approval of an emergency and waiving competitive procurement for the above referenced project. The following is a list of the bidders with their total bid amounts: BIDDER BID AMOUNT 1. Gancedo Technologies, Inc $68,972.00 2. Electrical Contracting Service, Inc $72,125.00 3. Bennett Electric Service Co. $81,747.00 4. Handsel Electric Company of Florida, Inc. $95,908.00 The estimated project cost reflected in the memo was $55,000.00. The low bid from Gancedo Technologies, Inc., in the amount of $68, 972.00 is available from Project No. 333126. At this time, we are requesting your approval to award a contract to the low bidder, which will be followed by a ratification item for the City commission meeting on September 27, 2001. Weintraub, Acting Director REFERENCES: Real Estate & Economic Development - - Department As part of the improvements to the Watson Island public boat ramp facility, bid documents have been completed for the lighting of the proposed upland parking lot. The boat ramp reconstruction, rip rap placement and parking area lighting form parts of the first phase of improvements. These proposed improvements are partly funded by a grant from the Florida Inland Navigation District Waterways Assistance Program. At this time, we are requesting the City Manager's approval of an emergency, and waiving the requirements for competitive sealed bidding procedures for the "Watson Island Public Boat Ramp Lighting Project, B-6396". Funds at an estimated project cost of $55,000.00 are available from Project No. 333126 to cover the cost of the work.
