BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. By a four-fifths (4/5ths) affirmative vote of the City Commission, the City Manager's finding of an emergency, waiving the requirements for the competitive sealed bidding procedures, and approving the procurement of an air conditioning unit for the Kinloch Park recreation building for the Department of Parks and Recreation from Air Systems Distributors in an amount not to exceed $5,269, is ratified, approved and confirmed, with funds allocated from Project No. 332174, as crri comassiox, rano OF DEC I • 0 appropriated by the Annual Appropriations and Capital Improvement Projects Ordinances, as amended. BACKGROUND.- On ACKGROUND: On October 23, 2001, the Department of Parks and Recreation requested approval for the emergency purchase of an air condition unit to replace the broken unit at the Kinloch Park Recreation Building. Please refer to the attached memorandum. Because this building is the site of one of the Parks Department's main annual Halloween special events, the City proceeded to procure the air conditioning system on an emergency basis in order to have the unit installed before Halloween. The Department obtained three (3) quotations of which the lowest responsible bidder was Air Systems Distributors in the amount of $5,269. Gimenez HATE OctC&Wj Al" '4' �3C : City Manager SUBJECT: Emergency A1C Replacement at Kinloch Park FROM: Alberto Ruder, Director REFERENCES Dppartment of Parks and Recreation r _n_ ENCLOSURES The Department of Parks and Recreation respectfully requests your approval, on an emergency basis, to proceed with purchase of an air conditioning unit from Air Systems Distributors at a cost of $5,269, the lowest bidder, for replacement of the broken air conditioning unit at Kinloch Park. The City's General Services Administration has agreed to install the unit, which represents a substantial savings to the City. The Department solicited three (3) quotations of which the lowest responsible bidder was Air Systems Distributors. It is in the best interest of the City and the public to proceed on an emergency basis to replace the air conditioning unit at this park facility. This building in Kinlock Park is the site of one of our main annual Halloween special events held in our Parks system. If the existing condition with the air conditioning is not resolved in time, then this important community event will have to be cancelled. The funding source of this purchase is Safe Neighborhood Park Bond funds. Please be advised that once the work is completed, we will be presenting legislation at the next available City Commission meeting to ratify this emergency action. Recommended Approval: Frank K. A purchase order was opened and the work was completed. Staff has prepared legislation for the December 13th City Commission ratifying and confirming the City Manager's finding of an emergency.
