Coldwater Road, Davison, MI 48423 in an amount not to exceed $128,217.40. BACKGROUND As a result of the October 3, and 4, 2000 tropical storm, the Department of Public Works reassessed their equipment needs to respond to emergency stormwater flooding locations throughout the City. The intensity of the latest storm was greatest in the Flagami neighborhood; however, drainage in other areas of the City could become critical if a storm of great intensity is spread over a larger area. Portable pumps must be available for dispatch to multiple locations citywide in order to alleviate street flooding. Upon approval by the City Manager, the Departments of Fire -Rescue and Public Works prepared specifications and submitted them to seven (7) companies for informal bids. The bids were evaluated and the most responsive bidder, Global Pump, Company, LLC provided a sample pump and conducted a demonstration to Public Works employees on May 9, 2 00 1. To avoid a possible disastrous situation in our high flood zones, particularly in the Flagami area, during the Hurricane season which began June 1, 2001, the City Manager, made a written finding that an emergency situation existed and authorized the purchase of four (4) pumps including hoses and accessories from Global Pump Company, LLC. In order for the City to be properly prepared if and when another disastrous storm occurs, it is necessary for this department to have on hand the following additional equipment: Four (4) six-inch high speed reciprocating pumps Eight thousand six hundred (8,600) feet of six-inch cam lock hose Two hundred (200) feet of rigid suction hose and appurtenances I have investigated the cost of this equipment with various pump and hose suppliers and determined that the total estimated cost of this equipment is $170,000. I am requesting that the City purchase this equipment from General Fund revenues. If you concur with this recommendation, please indicate on the signature line provided so that we may begin the procurement process. PURCHASE OF EMERGENCY STORMWATER PUMPS B-6662 SPECIFICATIONS - Portable Centrifugal Pump Specification for 6" Unit ..............Page 1 Discharge Hose............................................................Page 7 PORTABLE CENTRIFUGAL PUMP SPECIFICATION FOR 611 UNIT PART ONE - GENERAL 1.1 Project Scope: Furnishing four (4) six -Winch high speed portable centrifugal pumps. 1.1.1 Requirements for Providing Portable Centrifugal Pumps. The portable pump shall be delivered to the owner within 6 weeks of contract commencement or as stated in the notice to proceed. Pump selection will be based on the following: 1) Pumping capacity, performance and simple operation 2) reliability of equipment 3) availability of replacement parts and services 1.2 System Description 1.2.1 The diesel engine driven portable centrifugal pump unit specified in this section will be used to in the emergency pumping flooded areas in the City due to heavy rains. The pumping unit shall be trailer mounted and portable. A high reliability and simple operation is required of this equipment. 1.2.2 The pump and accessories shall be supplied by the pump manufacturer. 1.2.3 The pump shall be fitted with a fully automatic priming system. No water shall be required in the pump to achieve a prime. 1.2.4 A demonstration of the pumps ability to repeatedly cycle from pump/snore/repriming/pump shall be required. 1.2.6 The diesel engine driven pump unit shall be mounted with tires that can be towed on the road at 50 M.P.H. and shall be wired for over the road usage, per applicable D.O.T. Standards. 1.2.7 Pump to be fully automatic, needing no form of 1 oj • adjustment on priming system. The pump sha;'. be capable of static suction lifts to at least 25 feet, vertical, at sea level. It shall also be capable o' operation using extended suction lines. 1.2.8 Equipment acceptance shall be contingent upon its ability to run in a completely dry condition for periods up to 24 continuous hours at full speed. This requires the draining of all residual water to initiate a dry suction starting condition. The engineer may require a demonstration. 1.2.9 The pump offered shall be a manufacturers standard production model. No `custom built' equipment will be accepted. It shall have been in continuous use by municipal and industrial owners for a minimum of three years. A list of five user contacts including contact names and telephone numbers shall be provided with the bid submittal. The accompanying diesel engine shall be manufactured by one of the following Companies: Cummins, Deutz, Wisconsin, John Deere, Perkins, Caterpillar, Ford, or General Motors. A BIDDER MAY SUBMIT A BID FOR AN EQUAL PRODUCT NOT LISTED, HOWEVER, THESE SUBMITTALS WILL NOT BE CONSIDERED UNTIL BIDS HAVE BEEN RECEIVED. PORTABLE CENTRIFUG=AL PUMP 2.2 Equipment 2.2.1 Pump casting shall be cast iron. It shall be constructed so that the suction flow path is in axial alignment with the impeller eye. There, shall be no turns, chambers or valves between the suction line (or inlet) and the impeller. 2.2.2 IMPELLERS: The pump impeller shall be a fully shrouded enclosed impeller non -clog type. The impeller shall 'be of ductile iron construction. No plastic or ceramic impellers shall be used. 2.2.3 WEAR RINGS: Both, impeller and suction cover are fitted with renewable, axial clearance wear rings. 2.2.4 BEARINGS AND SHAFTS: Pump shall be fitted with a bearing bracket that contains the shaft and heavy duty ball or tapered roller bearings. Impeller shafts shall be of stainless steel alloy. 2.2.5 SEALS: Seals shall be high pressure, mechanical self- adjusting type with silicon carbide or tungsten carbide faces capable of withstanding suction pressures to 200 psi. The mechanical seal shall be cooled and lubricated in an oil bath reservoir,. requiring no maintenance or adjustment. Pump shall be 3 capable of running dry, with no damage, for periods up to 24 hours. This requirement shall be specifically stated in the manufacturers warranty. 2.2.6 PUMP SUCTION AND DISCHARGE FLANGES: Shall be cast. iron ANSI (816.1) Class 150, raised faced. The discharge shall be fitted with a 6 -inch 90° elbow. 2.2.7 Pipe suction and discharge ends (90° elbow) shall be fitted with rapid connect cam -lock type connection. The manufacturer shall verify this adaptor with the engineer prior to delivery of the equipment. 2.2.8 PUMP GASKETS: Shall be compressed fiber and/or Teflon. 2.2.9 HAND HOLE: The casing is provided with an inspection or cleanout handhole with fully flow contoured, bolted, end gasketed cover. 2.2.10 Pump shall be supplied with an integral flapper type check valve mounted on the discharge flange of the pump, allowing unrestricted flow into the impeller. The check valve shall prevent in --line return of flow when the pump is shut off. 2.2.11 The diesel engine shall be capable of operating satisfactorily on a commercial grade of distilled No. 2 fuel oil. Diesel engine shall be a water-cooled engine. Engine shall drive pump by use of direct connected intermediate drive plate. Starter shall be 12 volt electric. Safety shut down switches for low oil pressure and high temperature shall be provided. Battery shall have a minimum of 180 Amp hour rating. Unit shall include a tachometer and an hour meter. The control panel shall be fully enclosed with a locking eyehole making the unit impenetrable. A certified continuous duty engine curve shall be supplied to the owner/engineer. 2.2.12 Governor shall be mechanical type. Engine speed shall be adjustable to operate the pump between maximum and minimum design operation speeds. 2.2.13 Integral trailer fuel tank capacity shall be sufficient to provide at least 24 Hrs. of operating time at full load and shall be constructed of steel. A gauge shall indicate the level of fuel within the 0 1 0 tank. r 2.2.14 Exhaust system shall include muffler and silence= of suitable size. 2.2,15 The pump and engine shall be trailer mounted with a heavy-duty pintle type trailer hitch. Tires and suspension shall be adequately sized for the required load range ratings. Trailers shall be equipped with fenders, front and rear support stands, lifting bar, safety chains and side and rear reflectors. Trailer design shall comply with applicable DOT regulations. 2.2.16 ENGINE HOUSING: The engine or engine/pump unit shall be contained in a sheet metal housing and shall include a rain cap. The housing shall be fully enclosed with a lock making the unit impenetrable. The pump unit may be located outside of the engine housing. 2.3 Factory Painting 2.3.1 Pump, engine, base, and trailer shall be shop primed and finish painted in City of Miami "orange" at the place of manufacturer. Materials and thickness for priming shall be in accordance with manufacturer's standards. The manufacturer shall place City of Miami logo and the lettering "City of Miami Department of Public works" on a conspicuous place of the equipment. 5 PORTABLE CENTRIFUGAL PUMP PART THREE - EXECUTYON 3.1 Manufacturers Services 3.1.1 The manufacturer shall furnish the services of a competent factory representative to do the following: 1) inspect the system prior to delivery, supervise the start up and testing of the system, and certify the system has been properly furnished and is ready for operation. 2) Instruct the owner's operating personnel in the proper operation and maintenance of the system for a period of not less than one half day. 3) The manufacturer shall provide a 24-hour emergency contact number for parts. 3.2 Tools and Spare Parts The manufacturer shall furnish the following with the Portable Centrifugal Pump System: A recommended list of spare parts. 3.3 Warranty 3.3.1 The manufacturer shall furnish the following to the owner: 1) A copy of the engine manufacturer's parts and labor warranty. 2) A One-year Parts and Labor Warranty issued by the manufacturer on the Portable Centrifugal Pump System. This warranty must cover all - pump parts, including the mechanical seal.
