BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. By a four-fifths (4/5tns) affirmative vote of the City Commission, the City Manager's finding of an emergency, waving the requirements for competitive sealed bidding procedures, and approving the procurement of herbicide sonar treatment of exotic aquatic vegetation in Blue Lagoon Lake from Blue Water Aquatics, Inc., in an amount not to exceed $20,000, is ratified, approved and confirmed, with funds allocated from Capital Improvement Project No. 311063, as appropriated by the -'c& CQMlUSSION ETum Or` eecrintlan ria. r • • Annual. BACKGROUND: During Session 2000 of the Florida Legislature, the City of Miami received a direct legislative appropriation in the amount of $100,000 for the clean up of Blue Lagoon Lake. In anticipation of this funding, the City issued a bid to secure a vendor that possessed the necessary expertise to treat Blue Lagoon Lake for the removal of exotic aquatic vegetation consistent with the recommendations of the South Florida Water Management District. The City Commission awarded the bid to Blue Water Aquatics, Inc. (Resolution No. 01-102) in an amount not to exceed $38,500. Within two weeks after Blue Water Aquatics completed its initial treatment of the lake with the proscribed herbicides, the exotic vegetation had already begun to reappear. Further inquiry revealed that a more aggressive and permanent treatment called Sonar is available. You should note that much of the reason the lake became so overgrown with exotic vegetation is because of the multiple jurisdictions (i.e., Florida Department of Transportation, the City of Miami, Miami -Dade County, South Florida Water Management District) that have authority over the lake as well as the private ownership that affects some shoreline. Inasmuch as we recognize that funds to treat the exotic vegetation in the future will be difficult, I have authorized the aggressive treatment in the short-term to ensure the most effective use of funds awarded and delay the need for additional treatment as much as possible. WHEREAS, the City of Miami received a direct legislative appropriation by way of the General Appropriations Act for the clean up of Blue Lagoon Lake; and WHEREAS, the City Commission previously awarded Bid No. 00-01- 031 for Aquatic Vegetation Treatment of Blue Lagoon Lake to Blue Water Aquatics, Inc. in Resolution 01-102 for $38,500; and WHEREAS, the herbicides included in Bid No. 001-01-031 have been effective on a very short term basis because of the aggressive proliferation of the exotic vegetation; and WHEREAS, an herbicide the penetrates the roots may be more effective for a longer term; and WHEREAS, sufficient funds remain from the grant received through the direct legislative appropriation of Session 2000; #OW, THERFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Wiley Special Assistant tt1-City Manager DATE: FILE : SUBJECT: October 19, 2001 Emergency Authorization REFERENCES: -Blue Lagoon Lake ENCLOSURES: As you will recall, the State Legislature awarded $100,000 through the Department of Environmental Protection for the clean-up of Blue Lagoon Lake. Our award contemplated three treatments in the initial year of award to abate the proliferation of the hydrilla that was collecting litter and debris along the shoreline. Upon the advice of the South Florida Water Management District ("SFWMD"), our initial treatment schedule contemplated certain herbicides for three treatments over the course of a year. The City issued a bid based on the SFWMD advice, however, the herbicides impact is limited. As since we have learned that a more aggressive herbicide called Sonar is absorbed by the plant shoots and from hydrosoil by the roots of the plant. This treatment would control the hydrilla in the lake. Given the new priority in the State on reclaiming unspent money from State grants, I am recommending that you authorize an additional $20,000 expenditure for the use of the Sonar. I hope that the City of Miami is pleased with the work that our company has completed under our contract. We will begin work on the next phase of this contract and wish to inform you that we will start work on Monday, September 10 on the first of two re -treatments as outlined under our current contract. Also, as we discussed there is a need for additional treatments in areas that are not currently covered by our contract. In particular the northern section of this lake has, by my estimate, hydrilla covering the surface of about 15 to 20 acres. It is my suggestion that we begin work on this as soon as possible. This area is center part of the northern lake and highly visible. We will use the contact herbicides (chemicals that kill the weeds upon contract) at our current price of $360.00 per acre. While this is an effective method of control, it is like mowing your lawn. This does not prevent the hydrilla from returning quickly. Another option is to use a product like Sonar. Sonar is a selective systemic aquatic herbicide. Sonar is absorbed by the plant shoots and from hydrosoil by the roots of the plant. The active ingredient is then transported to all parts of the plants via the plants vascular system. Sonar typically requires 3090 days to achieve desired results. If completed properly this herbicide can control the hydrilla in the lake. The price per acre for this option is $1,000.00 per acre. Another method that can achieve desired results is to utilize mechanical harvesting. Mechanical harvesting is usually desired when a client needs immediate results. Harvesting removes the weed mass to a depth of 6 feet. The weeds are cut and loaded onto the harvester, then transported to a shore disposal area. The weeds are left to dry for 24-48 hours (when possible, to reduce water weight) and transported to a legal disposal site. The rate per hour is $75.00 for cutting and off-loading onshore, with disposal by your work force. The rate for us to cut, off-load and dispose of the weeds is $150.00 per hour. Most clients usually take responsibility for the disposal as they receive better rates for dumping than us. We are ready to complete this additional work immediately and at your convenience.
