A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH
ATTACHMENT(S), AUTHORIZING THE PROCUREMENT OF
V --TOP CROWD MANAGEMENT PERSONAL PROTECTIVE

BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The procurement of V -Top crowd management
personal protective equipment with storage/carrying case, as more
particularly set forth in the attachment, for the Department of
Police from American Body Armor, under existing State of Florida
Contract No. 680-850-01--1, effective until February 20, 2002, and
any extensions, in an amount not to exceed $835,200, is

authorized, with funds allocated from the Law Enforcement Trust
Fund, Project No. 690003, such expenditures having been approved
by the Chief of Police as complying with the U.S. Department of
the Treasury's "Guide to Equitable Sharing."
Section 2. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.!/

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution authorizing
the purchase of V -Top Crowd Management Personal Protective Equipment with Storage/Carrying
Case, as listed in the attachment, from American Body Armor through their distributor Law
Enforcement Supply, Inc., under existing State of Florida Contract No. 680-850-01-1, effective
until February 20, 2002, in an amount not to exceed $835,200. Funding is avail�ble from the Law
Enforcement Trust Fund, Project No. 690003.
BACKGROUND
The Department of Police must ensure that it is fully equipped and trained in preparation for civil
disturbances or hostile demonstrations brought about by factors such as national and international
groups meeting in Miami. The purchase of this equipment is necessary for officer safety as the V -
Top system provides personal protection against blunt impacts (non -ballistic), sustained during
crowd management or when physically engaging opponents. The blunt impact protective ensemble
comprises of five (5) modular items (torso, jock, arms, shin guards; and chaps) that take into
consideration the specifically needed level of protection against low velocity impact, for respective
body areas. As a modular system, each protective component respects the morphology and the
inter -relationship of muscles while in movement, thereby obtaining an optimal balance between

A. AUTHORITY - Upon affirmative action taken by the State of Florida Department of Management
Services on February 21, 2001, a contract has been executed between the State of Florida and the
designated contractors.
B. EFFECT - This contract was entered into to provide economies in the purchase of Protective Vests
(Body Armor) by all State of Florida agencies and institutions. Therefore, in compliance with Section
287.042, Florida Statutes, all purchases of these commodities shall be made under the terms, prices, and
conditions of this contract and with the suppliers specified.
C. ORDERING INSTRUCTIONS - All purchase orders shall be issued in accordance with the attached
ordering instructions. Purchaser shall order at the prices indicated, exclusive of all Federal, State and
local taxes.
All contract purchase orders shall show the State Purchasing contract number, product number, quantity,
description of item, with unit prices extended and purchase order totaled. (This requirement may be
waived when purchase is made by a blanket purchase order.)
D. CONTRACTOR PERFORMANCE - Agencies shall report any vendor failure to perform according to
the requirements of this contract on Complaint to Vendor, form PUR 7017. Should the vendor fail to
correct the problem within a prescribed period of time, then form PUR 7029, Request for Assistance, is
to be filed with this office.
E. • SPECIAL AND GENERAL CONDITIONS - Special and general conditions are enclosed for your
information. Any restrictions accepted from the supplier are noted on the ordering instructions.

3.0 REQUIREMENTS
3.1 General: All product(s) supplied must conform to the requirements of NIJ Standard(s) when applicable.
Product(s) claiming to offer ballistic and/or stab resistance, supplied under a contract issued in
conjunction with this specification, must be certified as complying with the NIJ Standard(s) and must be
listed in the NIJ Body Armor Consumer Product List(s). Certified test results showing compliance must
be provided with armor when delivered. Products which have been certified after issuance of the latest
NIJ Consumer Product List(s) are acceptable but must be accompanied by the appropriate NIJ
certification letter.
3.2 Fittinn: Custom fitting of Body Armor to individuals will be as specified in the purchase order and
should provide adjustment for the chest, waist and shoulders with minimum relief under arms, neck and
shoulders as necessary to prevent chafing.
3.3 Color: Color will be as specified in the purchase order. All coloring shall be permanent and shall not
bleed onto other garments.
3.4 Warranties
3.4.1 Ballistic panels supplied must be warranted for a minimum period of five (5) years from date of delivery
to be free from all defects in material and workmanship.
3.4.2 Outershells supplied must be warranted for a minimum period of eighteen (18) months from date of
delivery to be free from all defects in material and workmanship.
3.4.3 Warranties shall not cover adjustments, repairs or parts replacement required Because of purchaser's
negligence, misuse or alteration.
3.5 Labeling: Product must be labeled in accordance with the requirements of NIJ Standard(s) when
applicable.
3.6 Metal Inserts: Types I, ITA, II and IIIA shall contain no metal of any kind and shall not be equipped
with provisions for use of a separate insert (whether for trauma or supplemental ballistic protection)
except or unless specifically required by the purchase order.
3.7 Technical Documentation for Bid Evaluation: Descriptive literature must be supplied for all items
bid. Literature must indicate compliance with all NIJ requirements. If the literature or price list
does not clearly refer to the Model Name(s) on the NIJ Consumer Products List(s) and/or the NIJ
certification letter(s), the bidder is required to furnish a clarification list, from the manufacturer
and on manufacturer's letterhead, that correlates the product names in the literature and price
list with the Model Name(s) on the NIJ Consumer Products List(s). FAILURE TO COMPLY
WILL RESULT IN DISQUALIFICATION OF BID.

4.0 SAMPLING AND INSPECTION
4.1 Random Samples: All body armor purchased will, at the time of delivery, be subject to inspection and
testing when applicable. State Purchasing, upon request of the user agency, may require testing of a
random sample of new body armor (at least four items but no more than eight) at an NIJ approved
testing facility using the current NIJ testing procedures and acceptance criteria. The contractor and
representatives of the user agency have the right to witness the testing. The user agency will pay for the
testing, the expenses of the user agency witnesses and the body armor unless it fails testing.
If it is found that any of the new armor fails to meet any specification requirement, or if the approved
NIJ laboratory notifies the user agency the body armor has failed testing, then all body armor with the
same lot number as the failed armor will be returned to the contractor at the contractor's expense. The
user agency will then have the option of either having the entire lot replaced with new body armor or
receiving a refund for the armor, and for the cost of the ballistic testing if applicable.
5.0 PREPARATION FOR DELIVERY
5.1 Packaging: Unless otherwise specified, commercial packaging will be accepted under this contract.
5.2 Toxics in Packaging: Packaging shall comply with the requirements of Florida Statute 403.7191.
5.3 Packing: Unless otherwise specified, the subject commodities shall be packed in substantial commercial
containers of the type, size and kind commonly used for the purpose, so constructed to insure safe
delivery to the point of destination called for in the purchase order.
5.4 Marking of Individual Bow Armor: Marking of individual Body Armor with name of user and user
agency will be as specified in the purchase order.
5.5 Marking of Shippin Container: Unless otherwise specified, shipping containers shall be marked with
the name of the commodity, the commodity number, the quantity contained therein, the name of the
contractor and purchase order number.
6.0 NOTES
6.1 Commodities procured under this specification shall not deviate from those originally contracted for
without written approval from State Purchasing.
6.2 This specification shall, until revised or rescinded by State Purchasing, apply to each future purchase
and contract for the commodities described herein.
6.3 It is the intent of the State of Florida to encourage the use of commodities containing recycled content.
Bidders are encouraged to report such availabilities to State Purchasing for determination of price
preference eligibility according to Section 287.045, Florida Statutes. (See RECYCLED CONTENT

SPECIAL CONDITIONS
PURPOSE
The purpose of this bid is to establish a 12 month contract for the purchase of Protective Vest (Body Armor) by
all State of Florida agencies and other eligible users in accordance with Eligible Users paragraph, General
Conditions. It is anticipated that the contract will be effective from February 15, 2001 through February 14,
2002
OPTIONAL CONTRACT USAGE
In addition to the eligible users referenced above and with the consent of the successful bidder(s) purchases may
be made under the terms and conditions of this Invitation to Bid/Request for Proposal, by governmental entities
located outside the State of Florida. Appropriate governmental entities' purchasing lavas, rules and regulations
shall apply to purchases made under this contract.
ESTIMATED QUANTITIES
It is anticipated that the State of Florida agencies, and other eligible users, will expend approximately
$3,900,000.00 under any contract resulting from this bid. These estimated figures are given only as a guideline
for preparing your bid and should not be construed as representing actual figures under the contract.

TECHNICAL DOCUMENTATION
All products bid must meet or exceed all conditions and specifications of the Invitation to Bid (ITB). When
technical documentation is required by this ITB, its purpose is to demonstrate compliance of the product bid
with applicable technical requirements of the ITB and to allow a technical evaluation of the product. Failure to
provide the required technical documentation with the bid submittal shall make the bidder nonresponsive,
unless State Purchasing, in its sole discretion and in the best interest of the State, determines the acceptability of
the products offered through technical documentation available within the Division as of the date and time of
bid opening. Such authority of the Division shall in no way relieve the bidder from the ultimate responsibility
to submit the required technical documentation, nor shall any bidder assume that such documentation is
otherwise available to the Division. The State shall not be responsible for the accuracy of the technical
documentation in its possession.
DELIVERY REQUIREMENTS
All prices bid shall include delivery to purchaser within 45 days and address to the attention of the purchaser
designated on the purchase order. If inside delivery is required it must be requested on the purchase order and
shall be billed to the agency by the vendor and shown as a separate item on the invoice with a copy of the
carriers included. The delivery may be more than 45 days if directed by purchasers in writing.

A person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity
crime may not submit a bid on a contract to provide any goods or services to a public entity, may not submit a
bid on a contract with a public entity for the construction or repair of a public building or public work, may not
submit bids on leases of real property to a public entity, may not be awarded or perform work as a contractor,
supplier, subcontractor, or consultant under a contract with any public entity, and may not transact business
with any public entity in excess of the threshold amount provided in fs. 287.017 for CATEGORY TWO for a

SURCHARGE FEE AND SUMMARY -OF TOTAL SALES
State Purchasing hereby imposes a vendor surcharge fee of I% on contractors' sales under any contract resulting
from this bid. The fee will be paid by the contractor and must be included in prices bid and cannot be added as
a separate item. Use of this contract will be optional by State Agencies. If a State Agency elects to purchase
from a source other than the resulting State contract, such purchases shall be in accordance with Chapter 287,
F.S., and 60A Florida Administrative Code.
After receipt of payment from the contract purchases, all vendor surcharge fees shall be payable to the State of
Florida no later than 15 days after the end of each quarter.

PRICES

The Contract resulting from this bid will become a public document. The State of Florida, State Purchasing is

While not required at this time, each CONTRACT VENDOR is encouraged to develop and maintain a HOME

1.0 PURPOSE
The purpose of the V -Top system is to provide personal protection against blunt impacts (non -ballistic),
sustained during Crowd Management (CM) or when physically engaging opponents. Users include
police forces, correctional services and special tactical squads.
The blunt impact protective ensemble comprises 5 modular items that take into consideration the
specifically needed level of protection against low velocity impact, for respective body areas. As a
modular system, each protective component respects the morphology and the inter -relationship of
muscles while in movement, thereby obtaining an optimal balance between protection and flexibility.
The V -Tap coverall is worn as an outer layer to conceal the location and the level of protection of the
impact protective system. It thereby provides strategic advantages to the security force as described in
detail below. Depending on the choice of shell fabric, the coveralls can provide flame resistance
(optional).
The V -Top Active Shield provides a lightweight defensive barrier against non -ballistic projectiles, such
as rocks, and also against blunt impact weapons, such as sticks, that may be used by opponents.
2.0 GENERAL DESCRIPTION and DESIGN

security force interventions:

3.0 IMPACT PROTECTION
In an effort to optimize the protection while maintaining an acceptable weight, the impact protection
provided by the system is layered. This means that the protection level is divided into priority zones
whereby each body region is protected against the threat that it is most likely to face. Extensive research
indicates that over 80% of impacts occur against the frontal region, 15% against the lateral region and
5% against the rear. Protection is therefore concentrated and distributed accordingly, i.e. focused on the
frontal part of the body, including Thigh= levels of protection to the lateral regions but lessening towards
the rear of the body. The latter region is less likely to be subjected to blunt impact generated by weapons
such as a baton; instead, its protection must be focused on protection against impact to the ground. This
distribution allows for a high degree of flexibility and reduces the risk of heat stress.
In addition, the impact attenuation capability of each component has been engineered according to the
respective body region=s tolerance to impact before a non -acceptable trauma occurs (fracture or injury
causing inability to continue operating). The objective of each protective component is not to eliminate
the transmitted force, but rather to lower it to an acceptable level (a level lower than a critical force
specific for each body part).
Table 1 quantifies the specific protection offered by each protective component for respective body
regions'. This is indicated by i) the Critical Force (in kiloNewtons) necessary to cause unacceptable

injury to a given body region; and, ii) a force attenuation factor, which indicates the percentage of a 12
kiloNewton (2,700 lbf) force that will be attenuated by the protective component (and therefore not
transmitted to that body region). The value of 12 kiloNewton (2,700 lbf) has been selected on the basis
that it is approximately twice the blunt impact force that would normally be transmitted by a violent kick
or a hit with a weapon such as a baton.
In this context, an attenuation factor over 50% indicates a Thigh= level of protection since it will still
protect more than the force of most common blunt impacts expected during an intervention.

4.0 PHYSICAL CHARACTERISTICS
4.1 Body Coverage
As shown in the attached Figure 1. 1, Coverage and Level of Frontal Protection, 65% of the
frontal body is protected at a Thigh= level, i.e. an attenuation factor greater than 50% of the
critical force. Note that three criteria have been incorporated in the design of the components: i)
enhanced protection for the body regions most likely to incur an impact; ii) the required
flexibility points of the body to remain agile and flexible; and, iii) the requirement to leave no
area larger than 50 cm5 (7.8 sq inch) uncovered. Similarly in Figure 1.2, Coverage and Level of
Lateral Protection, a >High= level of protection is provided to the frontal part of the lateral view.
4.2 WEIGHT
As Table 2 indicates, the total weight of the V -Top protective components is 4.5 kg, or 9.9 lb V
1%. It must be noted that integrated design allows for a full body distribution of the weight in
order to allow for the greatest degree of flexibility.

5.0 ADDITIONAL INFORMATION
5.1 DRESSING
The V -Top System can be donned and doffed in less than 7 minutes for rapid response. This
time can be lowered following disciplined practice.
5.2 CARE
In the event the protective equipment becomes moist or wet due to usage, it can be hung to dry.
Occasional hand washing with a very mild detergent (not bleach) can be performed, however,
machine washing is not recommended. The Coveralls can be machine washed using a very mild
detergent, however, bleach should never be used.
None of the V -Tap equipment should be machine dried.
5.3 STORAGE & CARRYING CASE
The V -Top System should be stored in a dry area. The System comes in a compact black nylon
carrying bag with heavy duty zippers and shoulder handles for ease of carrying.

RECOMMENDATION: It is recommended that award be made to American
Body Armor for the procurement of V -Top crowd
management personal protective equipment,
awarded under existing State of Florida Contract
No. 680-850-01-1, effective through February 20,
2002, subject to any extensions thereto by the State
of Florida, for the Department of Police, in an
amount not to exceed $835,200; allocating funds
therefor from the Law Enforcement Trust Fund,
Project No. 690003; such expenditures having been
approved by the Chief of Police as complying with
the U.S. Department of the Treasury's "Guide to
