BACKGROUND: The Department of General Services Administration has analyzed the bids received pursuant to Bid No. 00-01-273R for the purchase of motor oils and lubricants. Five (5) Invitations for Bids were mailed and three (3) responses were received. The bids from BV Oil Company, Martin County Petroleum, and Lubrication Engineers, Inc. were deemed as the lowest responsive and responsible bidders on an item -by -item basis, meeting specifications. GIMENEZ City Manager In response to your comments received by fax on October 22, 2001, please be advised that in accordance with the Invitation For Bid Section 3.8, Schedule of Escalation, "prices shall remain fixed for the initial contract year." Additionally, per Section 3.9 Pricing, the only increases in cost that can be passed on to the City are increases in transportation costs and the City must be notified in writing at least 90 days in advance of any pending increase. Any increase in product cost during the initial year will immediately void the contract and the City will have no choice but to acquire the goods from the second lowest bidder or issue a new bid for the affected items. We shall proceed with the recommendation for award of the above mentioned contract to the lowest responsive and responsible bidder for each item.
