A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE ROLLOVER OF COMMUNITY
DEVELOPMENT BLOCK GRANT FUNDS PREVIOUSLY
ALLOCATED IN FISCAL YEAR 2000-2001 TO FISCAL
YEAR 2001-2002 IN THE ECONOMIC DEVELOPMENT
CATEGORY, IN THE AMOUNT OF $120,000, TO THE
BLACK ARCHIVES HISTORY AND RESEARCH
FOUNDATION OF SOUTH FLORIDA, INC. ("BLACK
ARCHIVES") IN THE HISTORIC PRESERVATION
CATEGORY; AND AUTHORIZING THE CITY MANAGER TO
EXECUTE AN AGREEMENT, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, WITH THE BLACK ARCHIVES
FOR SAID PURPOSE.
WHEREAS, Resolution No. 00-586.1, adopted July 11, 2000,
allocated $40,000 of Community Development Block Grant ("CDBG")
funds from the Economic Development Category to the Black
Archives History and Research Foundation of South Florida, Inc.
and
WHEREAS, Resolution No. 00-153, adopted February 10, 2000,
allocated $80,000 of CDBG funds from the Economic Development
Category to the Black Archives History and Research Foundation of
South Florida, Inc. and
WHEREAS, the Black Archives History and Research Foundation
of South Florida, Inc. has been unable to meet the national
criteria for its approved Economic Development Projects;

NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The rollover of Community Development Block
Grant funds previously allocated in fiscal year 2000-2001 to
fiscal year 2001-2002 in the Economic Development Category, in
the amount of $120,000, to the Black Archives History and
Research Foundation of South Florida, Inc. ("Black Archives") in
the Historic Preservation Category, is authorized.
Section 3. The City Manager is authorized!' to execute
an agreement with the Black Archives, in a form acceptable to the
City Attorney, for said purpose.
Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor./

requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.
If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

COMMUNITY DEVELOPMENT BLOCK GRANT ("CDBG")
FUNDS, IN THE AMOUNT OF $1,980,860, TO
APPROVED PUBLIC SERVICES, HOUSING AND
ECONOMIC DEVELOPMENT AGENCIES AS A RESULT OF
THE REQUEST FOR PROPOSALS PROCESS FOR 25r-
YEAR CDBG FUNDING; FURTHER AUTHORIZING THE
CITY MANAGER TO EXECUTE AGREEMENT(S), IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH
THE INDIVIDUAL AGENCIES AT THE AMOUNTS
SPECIFIED IN SECTIONS 2, 3 AND 4 OF THE
HEREIN RESOLUTION.
WHEREAS, the City of Miami solicited community-based
organizations to apply for 25`x' Year Community Development Block
Grant ("CDBG") funds for Public Services, Housing and Economic
Development activities through a competitive Request for
Proposals ("RFP") process; and
WHEREAS, the Department of Community Development has
reviewed proposals received by individual agencies through the
RFP process and recommended specifIc projects and funding
amounts; and
WHEREAS, the previously approved 1999-2000 Action Plan
will be amended to reflect projects approved pursuant to the RFP
process; and

WHEREAS, a seL-ics of pu--iic hearings were held in each of
the five Commission, Dis::ricz.s to solicit public participation in
the planning process for US HID related grant activities; and
WHEREAS, a competitive Request for Proposal process was
held to solicit proposals from agencies to implement CDBG
eligible activities in public Services, Economic Development and
Housing activities; and -
WHEREAS, the City must submit its pjscal Year 2000-2001
Proposed Annual Action Pian to US HUD for its proposed
use of funds received to implement the following Programs:
Community Development Block Grant (CDBG), HOME Investment
Partnerships (HOME) , Housing Opportunities for Persone: With AIDS
(HOPWA), and the Emergency Shelter Grant MSG); and
WHEREAS, a public hearing was duly advertised to provide
Public notice regarding the proposed use of said grant funds;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

Section 8. The City Manager is hereby authorized-" to
execute the necessary agreements, in a form acceptable to the
City Attorney, with US HUD, upon approval of the Plan and grants

specified in Sections 3 and 6 herein for acceptance and
±mplementation of tl=e funds.
Section 9. This Resolution shall become effective

The Miami City Commission will hold a Public Hearing to discuss the rollover of previously approved
Community Development Block Grant (CDBG) Funds to the 2001-2002 Program Year as specified below
and the allocation of 27°' Year CDBG Funds to HOPE, Inc.

Discussion and proposed resolution to rollover $120,000 of previously approved Community
Development Block Grant (CDBG) funds to the Black Archives History and Research Foundation
of South Florida, Inc. to the 2001-2002 Program Year and moving said allocation from the
Economic Development Category to the Historic Preservation Category for the rehabilitation of
the historic X -Ray Clinic in the Overtown community.
Discussion and proposed resolution allocating $50,000 of 27's Year CDBG funds from the
Administration category to Housing Opportunities Project for Excellence (HOPE), Inc. to provide
fair housing activities.

It is respectfully recommended that the City Commission adopt the attached resolution rolling
over $120,000 of previously approved Community Development Block Grant (CDBG) funds in
the Economic Development Category to the Black Archives History and Research Foundation of
South Florida, Inc. and rolling over said funds to the same Agency for the period beginning
October 1, 2001 and ending September 30, 2002 in the Historic Preservation Category; and
further authorizing the City Manager to enter into agreement with the Black Archives History
and Research Foundation of South Florida, Inc., in a form acceptable to the City Attorney.
BACKGROUND;
Over the past two (2) funding years, the City Commission has allocated the Black Archives
History and Research Foundation of South Florida, Inc. CDBG allocations from the Economic
Development Category in the respective amounts of $40,000 and $80,000, for a total of
$120,000. However, the Agency has been unable to meet the national objective criteria for
economic development activities and therefore has been able to enter into contract to utilize its
funding awards.
As an organization, the Black Archives History and Research Foundation of South Florida, Inc.
focuses its activities in the area of historic preservation and has been instrumental in chronicling
the history and heritage of the Afro-American population and its impact and contributions on the
development of South Florida, particularly as it relates to the City of Miami. This includes the
completion of projects such as the rehabilitation of the Historic Lyric Theater in Overtown.
To take advantage of the its technical expertise this Agency has in the area of Historic
Preservation, it is recommended that the. -previous allocations be moved from the Economic
Development Category to the Historic Preservation Category. It is further recommended that the
funds specifically be directed in the rehabilitation of the historic X -Ray Clinic in the Overtown
community. This will enable the Agency to meet the eligible federal requirements, while also
providing project management support for th X -Ray Clinic Project that will positively impact the
Overtown neighborhood.
To accomplish this objective, the proposed resolution formalizes the Administration's
recommendation as detailed above by rolling over to the 2001-2002 Fiscal Year previously
approved allocations to the Black Archives History and Research Foundation of South Florida
totaling $120,000 and also moving the previous allocations from the Economic Development
Category to the Historic Preservation Category.
