A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE USE OF THE METRO-DADE AND
MEDLEY POLICE DEPARTMENTS FIRING RANGES BY THE
DEPARTMENT OF POLICE FOR FIREARMS TRAINING AND
RE -CERTIFICATION, IN AN ANNUAL AMOUNT NOT TO
EXCEED $71,000; ALLOCATING FUNDS FROM THE
POLICE GENERAL OPERATING BUDGET, ACCOUNT CODE
NO. 001000.290201.6.270.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The use of the Metro -Dade and Medley Police
Departments firing ranges by the Department of Police for
firearms training and re -certification, in an annual amount
not to exceed $71,000, is authorized, with funds allocated from
the Police General Operating Budget, Account Code
No. 001000.290201.6.270.

Section 2. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.

the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the Department of Police to utilize the Metro -Dade Police Department Range and the
Medley Police Department Range, in annual amount not to exceed $71,000.
Funding is to be provided from the Police Department General Operating Budget, Account
001000,290201.6.270.
BACKGROUND
The Department of Police must provide in-service firearm training and re -certification on an annual
basis. The training is necessary to keep their officers proficient in the use of a firearm. It also
provides the Police Department a forum to ensure the firearms are in top operating condition.
The Metro -Dade Police Department Range serves as the primary choice for training as it is a
Region XIV range. In October 1, 2000, Metro -Dade started assessing a fee of $500.00 a day for
use of their facility. The Police Department requested and was granted a waiver of this fee increase
for the 2000/2001 fiscal year (only). The Medley Police Department Range is used as a back-up
site when Metro -Dade has no available times. Medley Police Department's range fee is $220.00
for a full day and $110 for a half day. Should the Police Department need to use the Medley range
in the evening, a fee is also charged for a Medley Range Duty Officer at a rate of $21.00 per hour.
These ranges provide the Police Department with large enough facilities to cycle their personnel
through in an efficient manner.

This is to inform you that the below listed is the range schedule for the year 2001. A total of 116
range dates are needed and are broken down as follows:
In Service Firearms Qualification 62 days

A total of 116 days x $500.00 a day range fee $58,000.00
Note: 26 days are budgeted (2000 Budget) and will be utilized to conclude the 2000 Annual
Firearms Qualification Program.

implementation of the firearms range maintenance
recovery fee.
We understand that your department's current budget
did not include funding for this expense; therefore
effective immediately, firearms range bookings by your
department will not be invoiced. As of October 1, 2001,
the Training Bureau will begin invoicing your
department for the firearms range maintenance
recovery fee, day and evening use.

Range Rental $220 Full day

On September 20, 2000, the Board of County Commissioners approved a
firearms range maintenance recovery fee, effective October 1, 2000, for agencies
that utilize the Miami -Dade police Department, Training Bureau Range facility.
This fee will include the services of a Range Duty Officer (RDO).
The following firearms range maintenance recovery fee schedule has been
established and will affect all day or evening range bookings effective January 1,
2001 _
1, Four-hour minimum day or evening booking: $300.00 per range, per day
(cost includes RDO).
2. Five to eight-hour day or evening booking: $500.00 per range, per day
(cost Includes RDO).
The firearms range maintenance recovery fee will be invoiced after each
scheduled range period. As has been past practice each entity is responsible for
providing their supplies such as backers, targets, eye and ear protection, and
ammunition. Entities will also be responsible for cleaning the range i.e., policing
brass, emptying the trash bins, and sweeping the pit area (brooms, rakes, and a
shovel will be provided).
