Funds are available from the Department of General Services Administration, Graphic Reproductions Division, Account Code No. 505000.420501.6.840 (FY00-01). BACKGROUND The Department of General Services Administration, Graphic Reproductions Division, produces approximately 450,000 offset business cards annually. A Challenge guillotine cutter is utilized for trimming business cards and cutting larger sheets of paper down to run on printing press and copiers. A steady increase in business card orders has created a production problem. The Division's fifteen (15) year old Challenge guillotine cutter was not designed for this volume and type of work. The increase in time spent on trimming business cards is delaying the production of regular orders. Downtime on the Challenge cutter has also become an issue due to the excessive ware created by the volume of cards being cut. Through Bid No. 00-01-219, an attempt was made by the City of Miami to bid Item 4 "Business Card Slitter", but the one and only bid submitted did not meet the bid specifications and was considered non-responsive. Due to time restrictions for a new bid and the fact that funding for this purchase was only available in FY00-01, an emergency request was submitted for the purchase of this commodity. The acquisition of this equipment would substantially increase the Division's ability to efficiently produce business cards. The Business Card Slitter would cut 30,000 cards per hour vs. 10,000. The purchase of the Business Card Slitter through Therm -0 -Type represented a cost savings of $800 compared to the only bid submitted under Bid No. 00-01-219. Martinez REFERENCES Acting Director General Services Administration ENCLOSURES: Description of Commodi /Services Needed It is necessary for the Department of General Services Administration (G.S.A.), Graphics Reproductions Division, to acquire one (1) Therm -0 -Type Quad 12 Business Card Slitter from Therm -0 -Type located at 509 Church Street, Nokomis, Florida 34275. A dedicated business card slitter would increase productivity, improve efficiency, and realize operational savings as well as extend the life of our Challenge guillotine cutter. The Quad 12 Business Card Slitter was designed to accommodate the most challenging aspects of producing business cards. Productivity enhancements include an air feeder to run wet business cards, double slitting blades for full bleed business cards, and a production speed of 30,000 cards per hour, a 200% increase in productivity. History The Graphic Reproductions Division produces approximately 450,000 offset business cards annually. Down time on the Challenge cutter has also become an issue due to the excessive ware created by the volume of cards being cut. Flat business cards are a serious production problem. Depending on the humidity and stock, it can take a full day for some jobs to dry enough to guillotine cut. Any attempt to cut cards prior to drying results in "offsetting", a problem that occurs when the pressure of the guillotine causes the face impression on the wet side to appear the back of card above it. Rush jobs are very difficult, blank sheets of paper are hand inserted between cards and removed after trimming. A trained staff person can cut business cards at a rate of 10,000 cards per hour utilizing a guillotine cutter, bleed cuts require 50% more cutting time. Emergency Justification The Department of General Services Administration currently (FY 00-01) has the funding for the aforementioned acquisition and thus, is requesting this Emergency Purchase. Funding for this purchase was not budgeted for FY 01-02. • Carlos A. BACKGROUND: The Department of General Services Administration, Graphic Reproductions Division, has analyzed the bids pursuant to Bid No. 00-01-219 for the acquisition, instillation, shipping and training of Graphic Arts Equipment. Twenty-four (24) Invitations for Bids were mailed and eight (8) responses were received. The following is a bid analysis for each Item. Item 1. Three (3) bids were received for Item 1 "2 -Color Printing Press". International Printing Aids, Inc., a non-local/non-minority vendor was determined to be non-responsive because the model bid "Hamada VS-34S4IC" did not meet the specifications: i.e., does not have auto plate insertion and ejection, which is a mandatory requirement for this bid, therefore Heidelberg USA, Inc. was determined to be the lowest responsible and responsive bidder meeting all requirements. The Honorable Mayor and Members of the City Commission Page 2 of 2 Item 2. Four (4) bids were received for Item 2 "Numbering Machine". International Printing Aids, Inc., a non-local/non-minority vendor, was determined to be non-responsive because the model bid "Pierce-Socbox #SN400F2" did not meet the specifications: i.e., does not have the ability to microperfortate, which is a mandatory requirement for this bid. Spinola Printers Supply, Inc., was determined to be the lowest responsible and responsive bidder meeting all requirements. Item 3. Four (4) bids were received for Item 3 "High Resolution Laser Platesetter and Photomeida Processor". Heidelberg USA, Inc. was determined to be non-responsive because the model bid "Heidelberg Quicksetter 350146" did not meet the specifications: i.e., Platesetter does not utilize an internal drum for imaging, which is a mandatory requirement for this bid. AB Dick Company, was determined to be the lowest responsible and responsive bidder meeting all requirements. --� Item 4. One (1) sole bid was received for Item 4 "Business Card Slitter" from Larry & Associates, Inc. The bid did not include an Air (vacuum belt) Feed System, as stated on Page 6 of 8 of the Specifications, Section I.A., thus this bid did not meet the specifications of Bid No. 00- 81-219, and was considered non-responsive. Item 5. Five (5) bids were received for Item 5 "Collator and Bookletmaker/Trimmer". International Printing Aids, Inc., was determined to be non-responsive because the model bid "Standard SPF 9 Bookletmaker" did not meet the specifications: i.e. does not utilize a stitching wire spool for stapling, which is a mandatory requirement for this bid, therefore Atlantic Binding & Laminating, Inc. was the lowest responsible and responsive bidder meeting all requirements. The requested acquisitions are necessary to replace printing equipment that has become inefficient or impractical to operate due to its condition or advancements in the printing industry: i.e., twenty-five (25) year-old Printing Press which has been non -operational for six (6) years because of mechanical problems associated with ware; a twenty-five (25) year-old Printing Press used as a Number Machine; an eight (8) year-old image setter and photomedia processor that has become unstable due to technology advancements and ware; and fourteen (14) hours of hand and machine labor in assembling reports, multi -page newsletters, brochures to be reduced to one (1) hour by purchasing a Collator, Bookletmaker/Trimmer. ���v�� CAG/F1�RIAJM/11
