BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. By a four-fifths (4/5"') affirmative vote of the members of the City Commission, after a duly advertised public hearing, the City Manager's finding of sole source, is ratified, approved and confirmed, the requirements for competitive sealed bidding procedures is waived, and the turn -key installation of equipment, components, accessories and upgrading of the City's existing 800 MHZ trunked radio system for the Department of General Services Administration from Motorola, CITY COMMISSION OF Resuivtion No. Inc., sole source provider, in an amount not to exceed $5,012,427, plus a contingency reserve in the amount of $309,716, for a total amount not to exceed $5,322,143, is approved, with funds allocated from Capital Improvements Project No. 311052.429401.6.840. Funding for this acquisition will be allocated from Capital Improvement Project No. 311052.429401.6.840, subject to the availability of funds. BACKGROUND The Department of General Services Administration, Communications Division, is requesting an upgrade to the existing City of Miami 800 MHz Trunked Radio Communication System in order to upgrade equipment that is in excess of seventeen (17) years old and is becoming unreliable for safe and normal operations. In addition, .several of the existing pieces of equipment have been phased -out by the corresponding manufacturer Motorola, Inc. and obtaining spare parts and service is becoming increasingly difficult. This upgrade will greatly improve the reliability of the system and will provide the City with a technology refresh and revitalized system with a life expectancy well into the next decade and ensure the continued safety of our police officers, firefighters, and city residents. In addition to ensuring safety, the new upgrade is directly compatible with Motorola 800 MHz Trunked Systems utilized by the cities ofMiami Beach and Hialeah and counties of Broward and The Honorable Mayor and Members of the City Commission Page 2 of 2 Monroe. This is an important issue for interoperability during disaster and multi jurisdictional events. The City of Miami is also in the process of converting a portion of the Fire College for Fire dispatch operations and as a backup to Police dispatch operations. Time is critical so that the system upgrades and Fire College modification coincide to save cost, simplify installation, and promote an easier transition to the Fire College. This system upgrade will address our present and future radio needs at this new center. Another factor considered in this request is that the City of Miami has already invested over $6,000,000 on radio equipment, backup site, and mode switching telemetry purchases. These are directly compatible with the new system upgrade. Our total investment in equipment would have to be completely replaced if different technology is purchased. A change in technology would cost between 20-30 million dollars. All sites will be upgraded. The location and details -of each site is delineated in "Attachments A and C". Implementation for the system upgrade will last approximately 10-12 months. Motorola, Inc., is the sole manufacturer of the existing 800 MHz System, which was previously acquired by the City of Miami via sole source finding. The room currently holds the equipment (MSF500 repeaters, Digitacs, ReSC, CSC, MW etc). The antennas are installed on the rooftop (approx..320' high) with 7/8" cable (not grounded). The grounding/electrical in the shelter needs to be upgraded to support the new system. The site has 100A - 120/240V electrical service (protected by Joslyn 1265-85) and no generator backup. Two Lorain Contac Model WDA302B UPSs, batteries and MW inverter (Lamarche A31)/charger (Lamarche A36F) are also installed in the same room. The site is backed by Generac SD25 - 25KW generator with 105 Amp Transfer Switch and two Lorain Constac Model WDA302B UPS units and MW inverter (Lamarche A31)/charger (Lamarche A36F) are also installed in the same room. The four racks of equipment, UPS and rectifier are installed in this room and the antenna is installed on a guyed tower (approx. 200' high) with 7/8" cable (not grounded). The grounding/electrical in the shelter needs to be upgraded to support the new system. The site has 100A - 120/240V electrical service (protected by Joslyn 1265-85). No generator backup. The Lorain Constac Model WDA302B UPS, batteries and MW chargers (Lamarche A31)/rectifiers (Lamarche A36F) are also installed in the same room. The upgrade will greatly improve the reliability of the system, and will provide the City with a technology that enables the revitalized system to have a life expectancy well into the next decade, and will ensure the continued safety of the City's police officers, firefighters, and residents. RECOMMENDATION: It is recommended that award be made to Motorola, Inc., the sole source provider, for the acquisition of a turn -key process for the installation of equipment, components, and accessories, to upgrade the City's existing 800 MHz Trunked Radio System, for the General Services Administration, for an amount not to exceed $5,012,427.00, and a contingency reserve in the amount of $309.716, for a total amount not to exceed $S,322,143.00, on behalf of the General Services Administration.
