A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY MANAGER TO CREATE A PROCESS TO ESTABLISH A NEW CATEGORY OF PUBLIC THOROUGHFARES ENTITLED "URBAN STREETS", TO BE INCLUDED IN THE MIAMI COMPREHENSIVE NEIGHBORHOOD PLAN, DEFINING THE URBAN STREET AS A PEDESTRIAN AND VEHICULAR WAY WHOSE PRIMARY FUNCTION IS TO SERVE ADJOINING RESIDENTIAL NEIGHBORHOODS AND THE BUSINESSES THAT SERVE THEM IN THE CITY OF MIAMI IN ACCORDANCE WITH DIRECTIONS SET FORTH BELOW; AND FURTHER DIRECTING THE CITY MANAGER TO BRING THE PLAN BEFORE THE COMMISSION AT ITS JANUARY 10, 2002 MEETING FOR CONSIDERATION. WHEREAS, the City of Miami desires to have its residential neighborhoods be more livable and the businesses serving them be more viable; and WHEREAS, many streets in the City of Miami are used as thoroughfares by vehicles destined elsewhere, which vehicles are often traveling at high speeds and creating congestion, noise and hazards to adjoining residential and business properties, thereby diminishing their desirability as attractive urban places; and CITY COM USSIOR 1V1EUT;1%TC OF �i�va�lui�n No. 0 0 WHEREAS, the City of Miami wishes to re-establish the function of certain streets as primarily intended to serve the needs of Miami's residents and businesses, and to function only secondarily as a means to move traffic to and from other parts of the greater metropolitan area, by defining a new category of public ways entitled "Urban Streets" and designating those streets in the City that are to be designated in accordance with the principles and standards of that category; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is directed to create a process to establish a new category of public thoroughfares entitled "Urban Streets", to be included in the Miami Comprehensive Neighborhood Plan, defining the urban street as a pedestrian and vehicular way whose primary function is to serve adjoining residential neighborhoods and the businesses that serve them in the City of Miami in accordance with directions set forth below. The first such Urban Street to be designated shall be Biscayne Boulevard in the City of Miami. Other streets will be designated by the City Commission from time to time upon recommendation by the Planning and Zoning Department. Section 5. The City Manager is further directed to prepare a Resolution to amend the Miami Comprehensive Neighborhood Plan, incorporating these principles, characteristics and standards and including additional Urban Street designations, to be presented to the City Commission for adoption at the January 10, 2001 City Commission meeting. Section 6. This Resolution shall become effective immediately upon its adoption and signature of the MayorY ii If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted.
