'J ` ' . `� 10 RESOLUTION OF THE MIAMI CITY COMMISSION SUPPORTING THE SUBMISSION OF AN APPLICATION AND A COURSE OF ACTION TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR DESIGNATION OF PORTIONS OF MIAMI-DADE COUNTY, CITY OF MIAMI, CITY OF NORTH MIAMI, CITY OF OPA--LOCKA, CITY OF HIALEAH, AND THE VILLAGE OF EL PORTAL AS A FEDERAL RENEWAL COMMUNITY; DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE OFFICIALS DESIGNATED HEREIN. WHEREAS, the U.S. Department of Housing and Urban Development is accepting applications for the designation of 40 rural and urban renewal areas as Federal Renewal Communities; and WHEREAS, municipalities have formed alliances with businesses and community groups to create a full range of economic opportunities for prospective Renewal Community residents; and WHEREAS, these alliances were formed with local businesses, non-profit entities, and community groups, designed to provide jobs, employment and social services; and CITY COMMISSION I EET ffiG OF oiutiun NO. i 0 WHEREAS, consensus among the public and private sectors of the community, in partnership with community groups and non-profit entities, has been achieved, resulting in a shared course of action for the Renewal Community; and WHEREAS, the following six key strategies of the course of action will achieve fundamental objectives of economic and sustainable community development, including: (1) reducing tax rates or fees within the Renewal Community to induce business expansion of targeted industries within the Renewal Community; (2) improving local services, such as increasing the efficiency of preschool and after school childcare programs, employment training, and transportation to help residents become self-sufficient; (3) reducing crime, such as implementing crime reduction initiatives, including crime prevention programs, will target key investments of ,limited resources that result in the revitalization of livable neighborhoods and restore economic vitality to distressed neighborhoods; (4) reducing government requirements, such as streamlining or removing government regulations within the Renewal Community, by instituting within the Renewal Community density bonuses, incentive zoning, comprehensive or non-stop permits, variance and exception policies and voluntary environmental compliance program for which all of these initiatives are geared towards stimulating development in parts of the Renewal Community that would otherwise remain undeveloped because government requirements provide no incentive for developers to undertake the risk of development in the Renewal Community; (5) involving community partners, calls for involvement in economic development activities by private businesses, organizations, and community groups within the and the Greater Miami Chamber of Commerce working to identify, match and provide workforce development opportunities for Renewal Community residents; and Page 2 of 5 _ ..y 0 0 (6) soliciting in-kind donations to allow local government or community partners access to donate or sell surplus properties, such as land, homes, or commercial or industrial structures, at below fair market value to neighborhood groups, community development corporations, or private companies; and WHEREAS, these initiates form a county --wide strategy involving a partnership between the County and municipalities on a regional basis; and WHEREAS, the Miami -Dade Empowerment Trust, Inc. will function as the coordinating responsible authority (CORA) and as the Renewal Community's central point of contact and be responsible for and have authority to carry out the program as detailed in the application's Course of Action; and WHEREAS, the program will be managed by a separate nine --member Governing Board created under the corporate structure of the Miami -Dade Empowerment Trust, Inc. as a legal entity comprised of representatives of the Renewal Community municipalities appointed by the municipality Mayors, one representative from the Greater Miami --Chamber of Commerce, one representative from the Beacon Council and one representative from the Banking Empowerment Partnership; Page 3 of 5 • 0 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The submission of an application and a Course of Action to the U.S. Department of Housing and Urban Development for designation of portions of Miami -Dade County, City of Miami, City of North Miami, City of Opa-Locka, City of Hialeah and the Village of El Portal as a Federal Renewal Community, is supported. Section 3. The City Clerk is directed to transmit a copy of this Resolution to Miami --Dade County Mayor Alex Penelas, all members of the Board of County Commissioners of Miami -Dade County, Florida, Miami -Dade County Manager Steve Shiver, and the Mayors of City of North Miami, City of Opa-Locka, City of Hialeah and the Village of E1 Portal. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.l� 1 If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted.
