A RESOLUTION OF THE MIAMI CITY COMMISSION
APPOINTING AN INDIVIDUAL AS A MEMBER OF THE
PARKS ADVISORY BOARD FOR A TERM AS DESIGNATED
HEREIN; FURTHER WAIVING THE RESIDENCY
REQUIREMENTS CONTAINED IN SECTION 2-884 OF
THE CODE OF THE CITY OF MIAMI, FLORIDA, AS
AMENDED, AS IT PERTAINS TO THE APPOINTMENT OF
GREGORY BUSH.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following individual is hereby appointed
as a member of the Parks Advisory Board, to serve a term expiring
April 13, 2002:

ENCLOSURES:
The Parks Advisory Board was created to (1) To serve in an advisory capacity to the City
Commission; (2) To provide periodic review of budget, programming, beautification, security and physical.
improvements as needed for all City park and recreational facilities and other public spaces managed or
owned by the City; (3) To hold an annual public review meeting and present an annual written report to the
Mayor, Commissioners, and the City Manager at a City Commission meeting; (4) To schedule regular site
visits to parks and consult with schools and neighborhood groups to obtain input and recommendations in
order to enhance the parks to benefit all residents; (5) To seek outside funding from foundations and other
sources for park beautification, purchase or redesign of additional park land, and equipment with assistance
of City staff; (6) To oversee the creation and function of a Miami Park Trust, if so created by the City
Commission, for the purpose of receiving donations to be used for enhancement of specific park projects;
(7) To hold periodic meetings and public programs at which public participation will be encouraged; (K) 'fo
assure that the design of parks appeal to people of both genders and all ages, with particular attention to the
needs of people of diverse class and cultural background; (9) To assure that adequate park space is
provided to the public pursuant to the City's MasterPlan which may be revised to reflect greater equity to
individual residential neighborhoods rather than citywide.
Three appointments are needed at this time:
• Vice Chairman Gort has one nomination to make for seat currently vacant because
Ileana Roiz-Felipe resigned.
• The Commission at large has one appointment to make for category of individual with
professional knowledge of local history. The Commission appointed Gregory Bush on
April 26, 2001. Mr. Bush does not comply with the residency requirement. Mr. Bush may
be reappointed with a waiver of the residency requirement by a four-fifths vote of the
Commission. There was one other nomination for this category, Sam L Roue. Resumes for
both individuals are attached.
• Mayor Carollo has one appointment to make for vacant seat created because Jim
Couvier informed the board liaison that he intends to bid on City contracts and that such
action would prohibit him from serving on the board, pursuant to pertinent sections of the
Code (Chapter 2, Article V, Conflicts of Interest).
By copy of this memorandum, we are requesting that the Agenda Office place this issue on the
September 13, 2001 Commission agenda. This issue was partly deferred from the April 12, 2001
and the .lune 14, 2001 Commission meetings.

Dear Albert,
I want to thank you and the Commissioners for the opportunity you have given
me to serve the city in behalf of parks.I have enjoyed it and I would like- to be considered
for another term as a member of the Parks Advisory Board, specifically in the role of
historian appointee. Having served as Chair since the board was initiated and having
helped write the legislation that created the board, I think my experience: can continue to
be an asset. I have been reading more and more widely on the subject of parks and public
space and have traveled around the city and beyond looking for new ideas and %%Vvs to
implement plans to improve the city's parks.
I hope to be spending even more time during this coming year focusing on the
history of the park system and its relationship to the city's neighborhoods. Towards that
end, I am engaged in a series of oral histories focused on how use of the parks have
changed over the past half century or more.
We still have a long way to go to improve the parks but our Board, I believe, has
made a good start. We have helped oversee developments on Virginia Kay, Bicentennial
Park and Brickell Park. We have promoted the idea of creating a Master or Strategic
Plan for the parks in the coming year and now have the City Manager's support for that
notion. We have had a joint meeting with the Waterfront Board to examine ways of
planning waterfront parks.
In my opinion, the Board now should refocus our attention on redesigning
neighborhood parks to help residents instill a sense of place in the areas in which they
live. Little Havana and Little Haiti are in desperate need of parks and that poses a
significant challenge for us.
I want to thank you for all your honesty and leadership in a difficult job. I will
attach a copy of my resume for the consideration of the Commissioners.

higher education in an effort to identify persons with a professional knowledge of local history who may
be interested in serving as the local historian appointee and regular voting member of the City's Parks
Advisory Board (PAB). Attached, please find a brief description of City Ordinance No. 11633 which
established the PAB. The term of service for members of the board is one year. Appointment to the board
is made by the City of Miami Commission and is scheduled for April 2001.
