Gimenez City Manager ENCLOSURES: RECOMMENDATION: It is respectfully requested that the City Commission ratify by four-fifths vote the City Manager's finding of an emergency for lot clearing services in the Model City Homeownership Zone and award to Weed -A -Way Lawn Service and C&W Lawn Services in an amount not to exceed $34,500 for each firm from account no. 198008.632608.6.979. BACKGROUND: As you know, several town hall meetings in the Model City Homeownership Zone area have revealed the community's mounting concern regarding the maintenance of the lots that the City has acquired in the Model City Homeownership Zone. Two vendors who are currently performing under another contract for lot clearing with the City have been selected to perform the services required. The services have not been paid from the funds previously designated for citywide lot clearing; instead, the payments have been made from the funds designated for the Model City Homeownership Zone. Community Development is working with Purchasing to prepare an Invitation for Bid; however, the interim lot clearing services were necessary to minimize the likelihood of illegal dumping and preserve the community's credibility in pursuing this project. The award of the lot clearing contract should be ripe for the 2"d meeting in September. The interim, emergency award is projected to satisfy the maintenance needs of the City's Model City lots prior to that award. Warren, Director A FROM: Department of Community Development Lot Clearing Services in the Model SUBJECT- City Homeownership Zone REFERENCES: ENCLOSURES: It is requested that you authorize the Department of Community Development to contract with Weed Away, Inc. to provide lot clearing services to vacant parcels of land in the Model City Homeownership Zone. The first phase of the Model City Homeownership Pilot Project to includes an aggressive pursuit of land assembly for future development, beginning with the purchase of vacant properties in the impacted neighborhood. As the City moves forward with this project, it is critical that the properties being acquired are properly maintained to minimize any negative impact on the neighborhood prior to and during the development process. This will include the maintenance of in excess of 200 parcels. With the recent rains, neighborhood residents have expressed their displeasure over the overgrown Iots in the area for which the City is responsible. These overgrown lots create a natural environment that contributes the infestation of rodents and an increase of snakes in the area. In an effort to minimize this negative impact, it is requested that you authorize an increase to the contract of an existing vendor, Weed Away, Inc., by $60,000 to provide lot clearing services specifically in the Model City Homeownership Zone. This minority vendor has performed well through its existing contract and has been identified as a vendor that is sensitive to the issues facing the residents of the Model City neighborhood, including the recruitment of area residents to provide the contracted services. Grant Funds have been previously approved by the City Commission specifically to support the Model City Homeownership Pilot Project and are available for this purpose.
