It is respectfully requested that the City Commission ratify by four-fifths vote the City
Manager's finding of an emergency and the subsequent use of the Miami Beach
contract (Bid no. 64-99/00) for the supply, delivery and installation of sod for a period
through December 31, 2001 with an option to renew for two additional one-year
periods in an amount not to exceed $243,000 from account no. 198008.632608.6.979.
BACKGROUND:
As you know, several town hall meetings in the Model City Homeownership Zone area
have revealed the community's mounting concern regarding the maintenance of the lots
that the City has acquired in the Madel City Homeownership Zone.
Laving sought the advice of the experts in the Department of Parks & Recreation, we
have determined that the Bahiagrass variety of sod possesses the characteristics most
desirable for the conditions anticipated. Specifically, the lots do not have irrigation
water available and Bahiagrass has an excellent drought tolerance with minimal
maintenance requirements.
The Department of Purchasing has identified a Miami Beach contract for the supply,
delivery and installation of sod that is available for Miami's use. The overall lowest
responsive and responsible bidder was determined to be Parker Sod, which offers six or
more pallets at a cost of $81.00 per 500 sq. ft. pallet.
The Department of Planning and Development has estimated the square footage of lots
located in the targeted acquisition area at 1.5 million square feet. Inasmuch as each
pallet is 500 square feet in size, we project a maximum cost of 5243,000.
Purchasing has confirmed that the vendor is willing to allow the City of Miami access
to its contract with the City of Miami Beach. Attached please find the letter from the
vendor confirming this fact.

of the immediate procurement of sod to improve the appearance of the acquired lots.
