A RMSOLUTION OF THE MIAMI CITY COMMISSION
AU`1'HORIZING THE ALLOCATION OF FUNDS, IN AN
AMOUNT NOT TO EXCEED $1,000,000, FROM THE LAW
ENFORCEMENT TRUST FUND, PROS►ECT NOS. 690002 AND
690003, TO UPGRADE THE RADIO SYSTEM, SUCH
EXPENDITURES HAVING BEER APPROVED BY THE CHIEF
OF POLICE AS COMPLYING WITH THE U.S. DEPARTMENT
OF JUSTICE AND THE U. S. DEPARTMENT OF THE
TREASURY'S "GUIDE TO EQUITABLE SHARTNG. "
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The allocat:i_on cf funds, in an amount not to
excoed $1,000,000, from the Law Enforcement Trust Fund, Project
Nos. 690002 and 690003, to upgrade the radio system, i.s
authorized, such expenditures having been approved by the Chief
of Police as complying with the U.S. Depart:menl of Justice and
the U.S. Department of the Treasury's "Guide To Equitable
Sharing."

It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the allocation of funds towards upgrading the radio system for the Department of
Police, in an amount not to exceed $1,000.000.
Funding is to be provided from the Law Enforcement Trust I- und, U. S. Department of Justice,
Project Number 690002 and the U. S. Department of the Treasury, Project Number 690003.
BACKGROUND
The current radio system was built in 1985 and has far exceeded its functional useful lifetime.
This system has reached its radio handling capacity causing cloning of radio system numbers
which creates problems in identit},ing radios that are transmitting. The system has repeated
intermitted failures where dispatcher and officer transmissions are lost. These failures continue to
create situations where both officer and firefighter safety are compromised.
The proposed maior upgrade to the radio system will totally replace the current backbone of the
system along with some radios that are based on the old technology. None of these old radios will
operate on this new upgraded system. This upgrade includes a new microwave system, repeaters,
transmitters, receivers, combiners, communications equipment bank, dispatcher radio consoles and
a SIMS radio management system. The upgraded system will permit the operation of a larger
number of radios with individual identifying numbers. Radios can also be regrouped to provide
investigative support on an as needed basis. With the new system, we will have the ability to
upgrade further to the latest digital technology, at a later date, which will further increase security
of police transmissions over the airways.
