Gimenez City Manager ' RECOMMENDATION DATE: SEP 12 t, �IiRLE : SUBJECT: RESOLUTION Ratifying Emergency Finding REFERENCES: Manuel Artime Theater A/C Repairs, B-6390 =NCL.OSURES: It is respectfully recommended that the City Commission adopt the attached Resolution ratifying, approving and confirming the City Manager's finding of an Emergency, waiving the requirements for competitive sealed bidding procedures, and awarding a contract to Temptrol Air Conditioning, Inc. for the project entitled Manuel Artime Theater A/C Repairs, B-6390, in the amount of $44,057,00. BACKGROUND The Manuel Artime Community Center air conditioning system is very old and there are concerns about its reliability, An inspection of the system revealed the condensing coil needs to be replaced to prevent a failure of the entire system and the Department of Public Facilities requested Public Works to prepare bidding documents for the A/C repairs. Funds are available for this work from the Community Development Block Grant (CDBG); however, the project must be completed by September 30, 2001 in order to avoid forfeiture of the funding. Department of Public Works The Manuel Artime Theater air conditioning system is old and there are concerns about its reliability. The City hired MH Engineering, Inc. to inspect the system. MH Engineering determined the cooling tower is on the verge of collapse, needs to be replaced as soon as possible to prevent failure of the entire system. The Department of Public Facilities requested Public Works to prepare bidding documents for the .replacement of the cooling system. On July 30, 2001, Public Works received bid for the project entitled, "Manuel Artime Theater A/C Repairs, B-6390". The lowest and responsive bidder was Temptrol A/C, Inc., with a bid in the amount of $44,057.00 that is approximately 47% under the construction estimate. There is $44,057.00 available from the Community Development Block Grant (CDBG) funds for this project. However, to avoid forfeiture of the CDBG funding, the project must be completed by September 301h, 2001. Therefore, due to the time constraints we must immediately proceed with the work.
