HomeMy WebLinkAboutR-01-0992J-01.-1041 11/15/01 RESOLUTION NO. . 4 I — 9 r) 21 A RESOLUTION OF THE MIAMI CITY COMMISSION URGING THE UNI'T'ED STATES CONGRESS AND THE STATE OF FLORIDA LEGISLAT'URE TO ENACT LEGISLATION REQUIRING ALL TAX-EXEMPT GOVERNMENTAL, FACILITIES TO PROVIDE PAYMENT IN LIEU OF TAXES ("PILOT") TO THE MUNICIPALITIES FOR SERVICES RENDERED TO AND FOR THE GOVERNMENTAL FACILITIES, BUT FOR WHICH THE MUNICIPALITIES ARE NOT COMPENSATED; FURTHER DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE OFFICIALS DESIGNATED HEREIN. WHEREAS, government facilities are tax exempt and therefore, do not contribute to the tax base of the municipality in which they are located; and WHEREAS, municipalities are required to provide various services to and for these facilities, such as police; fire, solid waste and sewer services, but the municipalities are not appropriately compensated; and WHEREAS, many federal, state, and county governmental facilities and buildings are located in the City of. Miami; and WHEREAS, due to the state of today's economy, the provision of uncompensated services to these governmental entities drain CITY COWff SSION BlErITl.NG OF A— the City of Miami's budget and resources; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporazed as if fully set forth in this Section. Section 2. The United States Congress, the State of Florida Legislature, and Board of Miami-Dade County Commissioners are urged to enact legislation requiring all tax-exempt_ governmental facilities to provide payment in lieu of taxes ("PILOT") to the municipalities for services rendered to and for the governmental facilities, but for which the municipalities are not compensated. Section 3. The City Clerk is directed to transmit a copy of this Resolution to President George W. Hush, Vice -President Richard B. Cheney, United States Senators Bill Nelson and Bob Graham, all the members of the United States House of Representatives for. Miami-Dade County, Governor Jeb Bush, Lieutenant Governor Frank T. Brogan, President of the Florida Senate John M. McKay, Speaker of the Florida House of Representatives Torn Feeney, all members of the Miami-Dade County Legislative Delegation for the State of Florida, the Florida State Auditor General, the Director of the Department of Revenue, Miami-Dade County Mayor Alex Penelas, all members of the Board of Page 2 of 3 i �N Miami -Dade County Commissioners, and Miami -Dade County Manager Steve Shiver, Section 4.
