Gimenez City Manager RECOMMENDATION DATE; SEP 12 :'01 FILE: SUBJECT: Approving the Findings of the Selection Committee for RFP 400-01-160 REFERENCES: ENCLOSURES: It is respectfully recommended that the City Commission approve the findings of the Selection Committee for Request for Proposal (RFP) No. 00-01-160 for Background Investigation Services; and to authorize the City Manager to enter into negotiations with the recommended firms in rank order. BACKGROUND On July 2, 2001, RFP No. 00-01-160 was issued with responses due to the Office of the City Clerk by July 30, 2001. Four (4) proposals were received, and three proposals were found to be responsive and in accordance with the terms set by the RFP. Two meetings (August 14, 2001 and August 16, 2001) were held by the RFP Selection Committee to review and evaluate the proposals. The firms were evaluated based on the Proposer's a) Qualifications and Experience; b) Methodology and Ability to Perform Services; c) Fee Proposal; M/WBE Certificate and Minority Participation and d) Local Preference. The findings of the committee in rank order, are as follows: Choice Point, National Background Investigations, Inc., and Pre Screen America. It is the recommendation of the Selection Committee that the City Manager negotiate with the highest ranked firm, and in the event negotiations are not successful, proceed to negotiate with the second ranked firm and if not successful proceed to the third ranked firm. If negotiations are unsuccessful, then the committee recommends that a new RFP be issued f r background investigation services. On August 14 & 16, 2001, the Selection Committee comprised of Bobbie J. Phillips, Miami - Dade County, Ana M. Gonzalez -Fajardo, City of Coral Gables and myself met and reviewed the three (3) proposals that were received and deemed responsive. The proposals were evaluated based on the Proposer's a) Qualifications and Experience; b) Methodology and Ability to Perform Services; c) Fee Proposal; M/WBE Certification and Minority Participation; and d) Local Preference.
