RECOMMENDATION:
It is respectfully recommended that the City Commission
adopt the attached Resolution authorizing the purchase of a
pool heater for Jose Marti Park from Symbiont Service
Corp., under Bid No. 00-01-153R for a total amount not to
exceed $43,544.00, for the Department of Parks and
Recreation. Funding for these services is available from
funds appropriated in Capital Improvement Project for Jose
Marti Park. Account No. 331385.589301.860.
BACKGROUND:
The City of Miami's Parks and Recreation Department has
budgeted funds for the purchase of a swimming pool heater
for the operation of the pool at Jose Marti Park. Pursuant
to public notice, Invitation for Bid No. o0 -01-153R was
mailed to fifty-five (55) potential providers of said
commodity. Two bids were received, but the lowest bidder
does not conform to the bid specifications attached.
Therefore, it is recommended that an award in an amount not
to exceed $43,544.00 be made to Symbiont Service Corp. as
the lowest resp)nsible and responsive bidder.

Review
I've reviewed the bids submitted by Blue & Clear Pools and Symbiont Service Corp.
It is my opinion that the equipment and installation submitted by Blue & Clear
Pools does not conform to the required specifications.
The following are the discrepancies that I have found:
1. The equipment is not a "Water to water package heat pump pool heater"
2. The bidder is not including electrical work.,
3. The bidder is requiring the addition of air extractor fans to be installed by
others.
Other major concerns with an "Air to water package heat pump pool heater" as
submitted by Blue & Clear Pools are:
1. Is this equipment designed to be installed indoors?
2. Will the manufacturer honor the warrantee if installed indoors?
3. Will the installation indoors expose the "Airside" coils to a corrosive
environment thus causing premature failure?
4. Who will engineer, install and provide electrical for the air extractor fans?
It is my opinion that bid submitted by Symbiont Service Corp. docs conform to all
the required specifications.
Additional notes:
1. I recommend that option # 1 not be included. There is rarely a need to cool the
pool water and the utility expense would be great.
2. I do recommend that option # 2 be included. This heat exchanger will protect the
city's investment by isolating the equipment from harsh conditions in the well
water.

The new facility, located next to the Evalyn Sadlier Jones
Branch YMCA at Potter Park in Sarasota County, features
a state-of-the-art stainless steel 50 -Meter competition Pool
with Diving Well, a Jacuzzi, and a Water Park with water
slides, pop-up fountains, sprinklers, raindrops and much
more.
The 930,650 gallon 50 -meter competition pool is
heated and cooled to 84 degrees F both winter and summer
by Six (6) Symbiont Model PHH-250-RV Geo -Thermal
Heat Pumps extracting heat from a 460' deep aquifer well.
The 750 gallon whirlpool Jacuzzi (spa) is heated to
104 degrees F by one (1) Symbiont Model PHH-050 Geo
Symbiont Service Corp engineering department proj-
ects operational savings of at least $30,000.00 annually
with the 20 -year -life Symbiont systems over conventional
gas heaters, and no adverse affect on the environment.

PRELIMINARY NOTES:
Calculations are based upon the specified design temperatures and the other input
data, including 30 -year historic US Weather Bureau statistics for your geographic
area. Since we have no control over the pool temperature maintained, or the
weather incurred, we cannot, therefore, offer an expressed or implied cost of
operation guarantee.
7. The system is sized for year-round swimming, and all cost of operation calculations
are based upon the Symbiont system (matching) the performance of an equivalent gas
heating system used without restriction.

The SYNMION I Geo -Thermal Pool Heater is
a high quality, high performance, dedicated water -
to -waxer package heat pump.
The SYAIBIONfT"'' is designed to provide high
performance operation on private and public pools
and spas. Like gas, the SYMBION'' is totally
unaffected by outdoor weather conditions. The
performance can be guaranteed.
The SYMBIONt"? while competitively priced
with either solar heating systems or air source heat
pumps, costs substantially less to operate than any
air source available. When cost of operation and

When the pool pump is running, and on
demand of the aquastat, the SYMSIONr' pool
heater and source water pump are energized to
heat the pool.
Like any heat pump, the SYMBIONT uses a
refrigerant vapor compression cycle to extract free
heat from one place (the heat source, either a well,
a lake, or canal) and deliver it to another (the pool
or spa). All you pay for is the electricity used by
the compressor and pumps.

SYMBIONT GUIDE SPECIFICATIONS
GENERAL: Pool heating equipment shall be Symbiont water source heat pumps as
manufactured by AquaCal, Inc., St. Petersburg, Florida, USA or equal, ARL, ETL or UL
approved.
SYSTEM: Total heating capacity shall be stated in B'ru,s per Day actually delivered to the pool at
design conditions, C.O.P. to be as adjusted for source water pumping watts, and sized for
appropriate Degrees F above the previous 48-hour average air temperature, indicating surface
wind factor and nighttime cover requirements.
UNITS: The units to be factory piped and wired for field installation, with sound insulated raised -
base stainless steel enclosures model PHH-050 through PHH-165; and painted aluminum
enclosures model PHH-215 and PHH-250. Heat exchangers to be marine cupro-nickel
construction, evaporators boxed and foam -insulated. Compressors to be high -efficiency
Copeland Compliant scroll, or equal. Refrigerant specialties shall include liquid line receivers,
filter driers and moisture indicator sight glasses, and thermostatic expansion valve refrigerant
metering devices. Controls to include inherent motor protectors, 5 -minute time delays with power
intemrption and brown -out protection, hightlow refrigerant pressure cut-out switches, and
electronic temperature controls.
ELECTRICAL REQUIREMENTS: Power wiring shall be copper conductor only and must comply
to the National Electrical Code, including Articles 680 and 440, NFPA 70, latest edition, and all
state and local codes.
INSTALLATION: Field installation to be in compliance with all state and local codes and
regulations: building and health departments, water management districts, and the applicable
state department of environmental protection. Water piping to be in schedule 40 PVC, with
multiplex units in reverse return configuration, including individual unit isolation and balancing ball
valves, and pressure and temperature ports, as required.
WARRANTY: One-year all parts and labor warranty on the entire system.
Five-year manufacturer's all parts and labor warranty on the units proper.

SYMBIONTS
The intermediate plate heat exchanger is a safeguard against any possible groundwater
contaminants now or in the future. The intermediate plate heat exchanger acts as an
isolator between the ground water and the "dosed loop' of the units.
Although saltwater Intrusion into the groundwater does not present any danger to the
Symbiont cupro-nickel heat exchangers, the threat of sand erosion, calcium deposits,
or corrosion from the natural formation of acids in the groundwater, and/or pollution
from the surface, are potential hazards.
Mineral deposits, fouling, of the Lnit heat exchangers requiring frequent "coil cleaning" is
eliminated.
The possibility of erosion and/or corrosion of the inside walls of the unit heat exchangers,
resulting in a breach and subsequent flooding of the hermetically sealed refrigeration
system, is prevented.
The intermediate plate heat exchanger takes all the abuse.
