BACKGROUND: The City of Miami's Parks and Recreation Department has budgeted funds for the purchase of a swimming pool heater for the operation of the pool at Jose Marti Park. Pursuant to public notice, Invitation for Bid No. o0 -01-153R was mailed to fifty-five (55) potential providers of said commodity. Two bids were received, but the lowest bidder does not conform to the bid specifications attached. Jose Marti Pool • Heater Replacement Bid Review I've reviewed the bids submitted by Blue & Clear Pools and Symbiont Service Corp. It is my opinion that the equipment and installation submitted by Blue & Clear Pools does not conform to the required specifications. The following are the discrepancies that I have found: 1. The equipment is not a "Water to water package heat pump pool heater" 2. The bidder is not including electrical work., 3. The bidder is requiring the addition of air extractor fans to be installed by others. Other major concerns with an "Air to water package heat pump pool heater" as submitted by Blue & Clear Pools are: 1. Is this equipment designed to be installed indoors? 2. Will the manufacturer honor the warrantee if installed indoors? 3. Will the installation indoors expose the "Airside" coils to a corrosive environment thus causing premature failure? 4. Who will engineer, install and provide electrical for the air extractor fans? It is my opinion that bid submitted by Symbiont Service Corp. docs conform to all the required specifications. Additional notes: 1. I recommend that option # 1 not be included. There is rarely a need to cool the pool water and the utility expense would be great. 2. I do recommend that option # 2 be included. This heat exchanger will protect the city's investment by isolating the equipment from harsh conditions in the well water. Reviewed by: Charles S. The intermediate plate heat exchanger acts as an isolator between the ground water and the "dosed loop' of the units. Although saltwater Intrusion into the groundwater does not present any danger to the Symbiont cupro-nickel heat exchangers, the threat of sand erosion, calcium deposits, or corrosion from the natural formation of acids in the groundwater, and/or pollution from the surface, are potential hazards. Mineral deposits, fouling, of the Lnit heat exchangers requiring frequent "coil cleaning" is eliminated. The possibility of erosion and/or corrosion of the inside walls of the unit heat exchangers, resulting in a breach and subsequent flooding of the hermetically sealed refrigeration system, is prevented.
