RESOLUTION NO.
A RESOLUTION OF MIAMI CITY COMMISSION, WITH
ATTACHMENT(S), APPROVING THE REQUEST OF THE
MODEL CITY HOMEOWNERSHIP TRUST ("TRUST")
THAT THE MIAMI-DADE COUNTY SUPERVISOR OF
ELECTIONS INCLUDE AT THE APPROPRIATE
PRi~;CINC'?.'S A SLATE OF CANDIDATES FOR ELECTION
OF A PUBLIC ADVOCATE TO THE TRUST ON THE
NOVEMBER 13, 2001 CITY OF MIAMI ELECTION

ALL, APPLICABLE COSTS FOR SAID ELECTION, AND
(2) MEETING ALL CRITHRIA SET FORTH BY THE

Section 1. The request of the Model City Homeownership
Trust ("Trust") that the Miami -Dade County Supervisor of
Elections include at the appropriate precincts a slate of
candidates for election of. Z Public Advocate to the Trust on the
November 13, 2001 City of Miami Election Ballot, a.s approved
conditioned upon the City (1.) paying all applicable costs for
said Election, and (2.) meeting all. criteria set forth by the
Supervisor of Elections of Miami -Dade County.
Section 2. In accordance with the provisions set forth
in ordinance No. 12082, as amended, a Special Election is
directed to be held in the City of Miami, Florida, at District 5
polling precincts as follows: Precinct Nos. 507, 508, 511, 512,
513, 592, 521 [split], and 523 [split], on Tuesday, November 13,
2001 from 7 a.m. until 7 p.m., for the purpose of electing a
candidate as the Public Advocate member of the Model City
Homeownership Trust.
Section 3. The candidate who shall receive the highest
number of votes for Public Advocate to the Trust in District 5
Precinct Nos.

serve
as Public
Advocate to
the
Trust for a
germ of four (4) years as set forth in Ordinance No. 12082, as
amended,
commencing upon the
City Commission's
ratification of
the City
Clerk's Declaration
of Election at the
first scheduled
City Commission meeting immediately following the election. In

case of a tie vote, the City Commission shall decide the winner -
of the election.
Section 4. The Precinct Election Clerks and Lnspectors.
to serve at said Polling Precincts on said date shal.1. be those
designated by the Supervisor of Elections of Miami -Dade County
for such purpose in accordance with the general laws of the
SLaLe. The registration Looks and records for the registration
of persons qualified to vote in said election shall be those
maintained by the Supervisor of ElecL-:ions of Miami. -Dade County.
Section 5. F'or the purpose of enabling persons to
register who are qualified to vote in said special election and
who have nor- registered under the provisions of the general laws
of Florida and Chapter 16 of the Code of the City of Miami,
Florida, as amended, or who have Lransfe.r_red their. legal
residence from one voting precinct- to another voting precinct in
the City, they may register at such branch offices as may be
approved by the Supervisor of Elections of Miami. -bade County and
at said Supervisor's office which will be open during the
following Location and times:

,..n addition to, the above, said qualified persons may
register at branch offices and may also use any mobile
registration van for the purpose of registration to vote in the
herein described elections during such times and on such dates
as may be designated by the Supervisor of Elections of Miami -
Dade County.
Section 6. The election shall. be held at: the voting
places in District 5 Precinct: which are Precinct Nos. 507, 508,
.511., 512, 513, 592, 521 [split] , and 523 [ split]) , or as may be
designated by the Supervisor of Elections of Miami -Dade County,
ir. conformity with the provisions of the general laws of the
State. A description of the registration books and records
which pertain to election precincts wholly or partly within the
City and which the City is adopting and desires to use for
holding such election is as follows: Al. registration cards,
books, records and certificates pertaining to electors of the
City and established and maintained as official by the
Supervisor of Elections of Miami -Dade County, in conformity with
the provisions of the general laws of the State, are adopted and
declared to be, and shall hereafter be recognized and accepted
as, official registration cards, books, records and certificates
of. the City.
Section 7. The ballot to be used in said election shall
be so prepared that the name.-, of the qualified candidates w.i.l.l

appear on said ballot in alphabetical order according to
surname; provided, however, that the ballot and its preparation
shal.l comply wiuh the laws of the State of Florida w_th respect
to absentee ballots, and ro the use of mechanical voting
machines or the Computer. Election System ("CE;S").
Section 8. (a) In compliance with Ordinance No. 12082,

District in the
media and

newspaper(s) of general circulation in the City of Miami,
}Florida, at least two weeks in advance of the special election,
which notice shal.l. be substantially as set forth in the
following form:

PURSUANT TO RESOLUTION NO. 01-
A Special Election will be held on Tuesday,
November 13, 2001, from 7 a.m. until 7 p.m.,
in the City of Miami, Florida, at District 5
Polling Precincts Nos. 507, 508, 511, 512,
53.3, 592, 521 [split] , and 523 [split]) , as
designated by the Board of County
Commissioners of Mia►tii-Dade County, Florida,
at which election the qualified electors
participating therein will. vote for the
election of the Public Advocate member of
the Model City Homeownership Trust."

(b) The Precinct Election Clerks and
inspectors to serve at said polling places on said. date shall be
those designated by the Supervisor of Elections of Miami -Dade
County for such purpose J.n accordance with the general laws of
the State. The registration books and records for the
registration of persons qualified to vote in said election shall
be those maintained by the Supervisor of Elections of Miami -Dade
County.
(c) The official ballot shall be in
