WHEREAS, the City Attorney wishes to establish a list of quaiif-Jed law firms to provide bond counsel services to the City of Miami.; and, tiHERI]AS, it is directed that the list be limited to include: a maximum r:umiDer of five law firms and that the law firms not be involved in performincj lobbying services before the WHEREAS, to establish such a list. a Request for Qualifications must be issued, whereby firms are requested to submit. The resolution authorizes the City Attorney to issue a Request for Qualifications to establish a list of law firms qualified to provide Bond Counsel Services to the City of Miami for future bond issues. Alonso, Agenda Coordinator REQUEST FOR QUALIFICATIONS BOND COUNSEL INTRODUCTION The City of Miarni wishes to utilize the services of law firms having principal offices in Miami to assist in matters relating to the sale of general obligation bonds and other debt instruments. Further, it is the desire of the City Commission to create savings to the City and to provide an opportunity for interested law firms to submit their qualifications for review. Firms selected by the City Commission shall be placed on a "qualified bond counsel" list and will be given the opportunity to bid on each bond issue offered by the City. 'Tile City Commission shall exercise authority over the choice of any co -counsel desired to be used by firms that are selected by the City Commission. QUALIFICATION CONSIDERATIONS A. Assurance that a senior partner with expertise in bond financing will be responsible fbr the legal work and will be accessible to the City to miswer inquiries and discuss the progress of the issue from time to tinle. B. Evidence of depth of legal talent with capacity to handle bond work. C. Expertise in the field of federal income tax, project funding or other applicable specialized areas. D. Maintain a principal office in the City of Miami. E. Provide assurance of representative minority pai-mership in the firm. F. Provide evidence of volume of pro bono work performed within the City of Miami, SUBMISSION OF DATA The following data shall be provided: 1. Resumes of senior partners or principals who will be servicing the City account. 2. Resumes of associates or other affiliates that may be servicing the City account. 3. List of specific bond issues within the last ten years that the firm or a principal has beet) an active participant by including, but not limited to the following data: a. Purpose of issue (housing honds, general purpose construction, etc.). h. Type of issue (G.O., Revenue). C. Size and life of issue ($30M/20 ,years). d. Date sold and location. C. Number of bidders and interest rate of successful bidder f. Governmental unit issuing. g. hole of firm or principal (counse), co -counsel). h. Ajry problems associated with the sale and delivery of bonds. 5. Submit data relating to the size ol'the law Chin to include: a. Number of principals, partners, associates, etc. b. Office location(s). C. Research capabilities. d. Staff and clerical support. 6. Statement and supporting documents related to areas of expertise. 7. Statement and supporting documents reflecting the extent of minority participation. 8. Statement and supporting documents relative to areas of pro Bono services to the community.
