Paqe 3 of 3 01— 919 CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO: The Honorable Mayor and Members of the City Commission FROM: C en City Manager • 31 DATE : A'jG 3 0 FILE: SUBJECT: Resolution Approving the Findings of the Selection Committee for Naming Rights REFERENCES: of the Orange Bowl Stadium RFP No. 00-01-116 ENCLOSURES: RECOMMENDATION It is respectfully recommended that the City Commission approve the findings and recommendation of the Orange Bowl Stadium Naming Rights Evaluation Committee pursuant to Request for Proposal (RFP) No. 00-01-116: Consulting Services and Sponsor for Naming Rights of the Orange Bowl Stadium, and to authorize the City Manager to enter into negotiations and execute a Professional Services Agreement, in a form acceptable to the City Attorney, with the top ranked firm, Legg Mason/Front Row Marketing Services. BACKGROUND The Department of Conferences, Conventions and Public Facilities, in conjunction with the Orange Bowl Advisory. Board, determined that it would be advantageous to the City to explore the possibility of selling the naming rights for the Orange Bowl Stadium. RFP No. 00-01-116 was prepared to identify a qualified consultant to procure a sponsor for the naming rights of the Stadium and provide applicable services, including research, valuation, contract development, presentation of written report(s) of findings and recommendations to the City. The RFP was issued on May 16, 2001, by approval from the City Manager. Three (3) proposals were received on or before June 25, 2001, but only two proposals were found to be responsive and in accordance with the terms set forth in the RFP. Two meetings were held, July 2, 2001 and July 11, 2001 respectively, by the Orange Bowl Stadium Naming Rights Evaluation Committee to review and evaluate the proposals. The recommendation of the committee is to contract with the top-ranked firm, Legg Mason/Front Row Marketing Services. The committee also recommends that a new RFP be issued for services should negotiations with the top-ranked firm prove unsuccessful, Funds are available fiom Orange Bowl Account No, 404000.350503.670 in an estimated amount not to exceed $50,000, plus expenses. Under the guidance of the City of Miami attorneys and purchasing department, the board prepared and iccued an RI -P.. Three proposals were received. The first minting held to review these proposals wm on July 2. 2001, The selection process scoring was discussed. Purchasing pointed out that one of the propomis dict not complete their answer as it related to the firm's experience. This was discussed with the Attorney and it was unanimously voted by all present that the proposal was non responsive and they should be advised. Everyone was given the proposals to read at home. A second meeting was held on July 11, 2lilJ1 to review the remaining two responses. Those present included NEED NAMES Through as scoring process a winner was selected and is being recommended to the board to adopt. The winner is an extremely yualiticd candidata with an incredible track record of securing funds for stadium namings, including Giants Stadium in New York. Two caveats were mentioned regarding the winner: One hoard inember present wants to put on the record that the winner is owned by the managements company of the Jaynes L. Knight Center and that special attention ,should be paid when negotiating the contract to ensure that all business dealings are kept separate and apart. In additic)n, a member of the selection committee pointed out his concern regarding the current weak market conditions and how this will affect the search for a potential sponsor.
