A RESOLUTION OF THE MIAMI CITY COMMISSION BY
A FOUR-FIF1'HS (4/5'") AFFIRMATIVE VO'T'E,
RATIFYING, APPROVING AND CONFIRMING THE CI'T'Y
MANAGER'S EMERGENCY ACTION IN ACCEPTING 'THE
PROPOSAL OF REPUBLIC APPRAISAL COMPANY I`:.,
INC. '.C'O APPRAISE AND ESTABLISH THE VALUE OF
THE DEED RESTRICTIONS FOR THE OLD COUNTY PARK
SITE LOCA'T'ED ON VIRGINIA KEY, AND THE, MIAMI--
DADE WATER AND SEWER DEPARTMENT BUILDING
LOCATED AT 3575 LeJEUNE ROAD, MIAMI, FLORIDA,
IN THE AMOUNTS NOT TO EXCEED $2,500 AND
$7,000, RESPECTIVELY; ALLOCATING FUNDS FROM
THE BUDGET OF' THE OFFICE OF ASSET MANAGEMENT,
PROFESSIONAL SERVICES APPRAISALS ACCOUNT,
ACCOUNT NO. 810101-220, FOR SAID PURPOSE.
BE IT RESOLVED BY THE COMMISSION OF' THE CITY OF MIAMI,
FLORIDA;
Section 1. By a four. -fifths (4/5'h`') affirmative vote,
the City Manager's action in accepting the proposal of Republic
Appraisal Company IT, Inc. Lo appraise and establish the value of
the deed restrictions for the Old County Park Site, located on
Virginia Key, and the Miami -Dade Water and Sewer Department
building, located at 3575 LeJeune Road, Miami, Florida, in the
amounts not to exceed $2,500 and $7,000, respectively, is
ratified, approved and confirmed, with funds allocated from the

Appraisals Account, Account Code No. 810101-220, for said

Section 2. This Resolution shall. become effective
immediately upon its adoption and signature of the Mayor.1/

RECOMMENDATION•
It is respectfully recommended that the City Commission adopt the attached Resolution ratifying,
approving and confirming the City Manager's emergency action in accepting the proposal of the
Republic Appraisal Co. I1, Inc., a Hispanic appraiser to appraiser, to appraise the value of the
deed restrictions for the Old County Park located on Virginia Key and the Miami Dade Water
and Sewer Department ("WASA") building, located at 3575 LeJeune Road. The fees for the
appraisals proposals are in the amount of S 2,500 and $ 7,000, respectively. The funds for the
appraisals were available from the Office of Asset Management account entitled "Professional
Service Appraisals, Account Number 810101-220.
BACKGROUND:
Prior to August I, 2001 the City of Miami and Miami -Dade County ("County") had resumed
discussions on several outstanding issues. As part of these discussions, the parties discussed the
possibility of removing the deed restrictions on the following properties in consideration of
certain mutual benefits to be received by the parties:
1) Old County Park site on Virginia Key,
2) Miami -Dade Water and Sewer Department ("WASA") building at 3575 LeJeune
Road.
The valuation of the deed restrictions by the appraiser permitted the City to more effectively
negotiate on its behalf. Due to the time frame for conducting this work and the time frame for
conducting negotiations, it was necessary to procure these services on an emergency basis.
