Page 2 of 2 J 1 — 9.12 • CITY OF MIAMI, FLORIDA 25 INTER -OFFICE MEMORANDUM TO: Honorable Mayor and Members DATE: FILE: of the City Commission F�J� z SUBJECT: Federal Lobbying Services – Katz, Kutter Contract Extension FROM: REFERE?NCES : Gim ez City Manage ENCLOSURES: Recommendation: It is respectfully requested that the City Commission extend the contract for a period of up to one (1) year with Katz, Kutter, Haigler, Aldennan, Bryant &. Yon, P.A, for federal lobbying services. Background: After an extensive Request for Proposals process, an evaluation committee recominended that the City award the contract for federal lobbying and consulting services jointly to two proposers—Katz, Kutter, Haigler, Alderman, Bryant &. Yon, P.A. and Greenberg, Traurig, P.A. The City Commission, upon receiving the same recommendation from the City Manager, accepted the recommendation and authorized the City Manager to execute an agreement with the two firms for a one-year period. That contract has been renewed twice for one-year periods and will expire on September 30, 2001. The City Convnission reserved the right to extend the contract upon consideration of the accomplishments of the firms. The following are the areas of responsibility of the Consultant pursuant to this Agreement: 1.) Unfunded Mandates, 2.) Empowerment "Zones, 3.) inner City Development, 4.) Preemption of City powers, 5.) Housing and Urban Development, 6.) Homeless Programs, 7.) Human/Social Service Issues, 8.) Planning and Development --Growth Management Issues, 9.) Telecommunications, 10.) Finance and Taxation, 11.) Refugee/Entrant Funding, 12.) Immigration Reform Implementation, 13.) General Government Property Rights. Although the resolution awarding the contract to Greenberg, Traurig only authorized one year, the RFP contemplated a term of one year with two one-year options to renew. Thus, the Administration has submitted the renewal to the Commission for approval each year. In anticipation of the expiration of the RFP's germ, the Administration has prepared and issued a R.FQ for Federal Lobbying Services; however, the current contract is scheduled to expire in September 2001. Inasmuch as the established cycle places the contract expiration in the middle of the Congressional session and the evaluation and negotiation processes from the RFQ 01- 91.2 • should not be rushed, the Administration recommendation is to extend the current contract for a period of up to one year. This extension will allow the City to continue with the solicitation process without sacrificing current projects in the legislative process or enduring a period without representation in Congress.
