It is respectfully requested that the City Commission adopt the attached Resolution, by a four/fifths
(4/5`h) affirmative vote of the members of the City Commission, after a duly advertised public
hearing, ratifying, approving, and confirming the City Manager's request for waiving the
requirements for competitive sealed bids and authorizing the acquisition of a Vetronix Monitoring
System which includes the following components: MTS 5100 Engine Analyzer, 5 Gas Emissions
Analyzer, Emissions Analyzer Filter, 3 -year Subscription Package(GM, F, C, PT, OBII C, Chassis)
to keep the system upgraded, Low Current Probe, Infrared 'T'emp Probe, and MTS 3100 COMP
Alliance Package, from Vetronix Corporation, a non-minority/non-local vendor, located at 2030
Alamedia Padre Serra, Santa Barbara, CA 93103, for the Department of General Services
Administration, Fleet Management Division, at a total amount not to exceed $32,897. Funding is
available from the General Services Administration, Fleet Division, Account Code No.
503001.420905.6.850 (FY00-01).
BACKGROUND
The Department of General Services Administration, Fleet Management Division, is in need of a
software upgradeable analyzer and additional components that are less cumbersome than the
current CAS and SUNT 500 analyzers, which by today's standards are outdated. The components
that GSA is requesting to purchase are necessary to utilize Strategy Based Diagnostics resulting in
increased vehicle uptime. These automotive engine analyzers combine all the tools necessary to
diagnose engine and emission problems. The scanner (MTS 3100) is used to diagnose emission, air
bag and ABS break problems. The requested equipment will allow the City to correctly identify
and quickly repair highly technical vehicle problems rather than sending the vehicle to the dealer,
The current analyzers are constantly failing. The CAS analyzer software was purchased in 1994
and is not upgradeable, does not run on Windows and is strictly a DOS based program, the CD
Changer has to be replaced constantly, the emissions part of the machine is the older 4 -Gas Type
Emissions Tester (current industry standards is 5 -Gas Type), and is constantly having calibration
problems, malfunctioning 02 sensors that frequently need replacing, the Library freezes and the

system needs to be rebooted, and the computer is an old 486 that runs at 25MHZ. In the case of the
SUN 500 engine analyzer, although a much newer machine (3 years old), it too is slow for the
applications that we need to run for the reprogramming of vehicle computers, updates, the scope
on this machine has continuously given error messages, the operating system has to be reinstalled
and configured at an estimated amount of $600, and the hardware upgrades for this machine are
more expensive than if we were to purchase a new analyzer.
We have determined that is most advantageous to purchase the Vetronix Monitoring System with
additional components from Vetronix Corporation, who currently has supplied $10,000 worth of
Vetronix Equipment (MASTER TECH and TECH 1A Scanners, etc.) being used by Fleet
Management Division. The mechanics have been trained to use Vetronix analyzers and
components and thus, a savings in having to retrain the mechanics on using another product. The
compatibility of communication between the systems is much more user friendly than purchasing
from a third -party. In addition, both the analyzers are software upgradeable that represents not
having to buy new equipment for many years and only upgrading the software. Hence, our request
for the bid waiver.

The Department of General Services Administration is requesting a Waiver of Competitive
Bidding to purchase from Vetronix Corporation a Vetronix Monitoring System which includes
the following components: MTS 5100 Engine Analyzer, 5 Gas Emissions Analyzer, Emissions
Analyzer Filter, 3 -year Subscription Package(GM, F, C, PT, OBII C, Chassis) to keep the system
upgraded, Low Current Probe, Infrared Temp Probe, and MTS 3100 COMP Alliance Package, at a
total amount not to exceed S32,897. Funding is available from the General Services
Administration, Fleet Division, Account Code No. 503001.420905.6.850 (FY00-01).

Consolidated Fleet Operations (CFO) has formed an Alliance with ACDelco, Yetronix
Corporation and Mitchell International. The mission of this alliance is to make available
to GNI Fleets (ie. City of Miami) components necessary to utilize Strategy Based
Diagnostics resulting in increased vehicle uptime.
Alliance organization members were chosen because of their individual areas of
expertise. Yetronix Corporation, in addition to supplying the equipment and instruments,
is the sole distributor of the Alliance Diagnostic System.
