It is respectfully recommended that the City Commission waive the necessity of competitive bids
and approve the attached Resolution for the purchase of nineteen (19) Motorola XTS 3000
Portable Radios with accessories, including extended maintenance and one (1) Smartnet Watch,
from Motorola, Inc., a Non-LocaVNon-Minority vendor located at 4660 S.W. 158`h Avenue,
Miami, Florida 33185, at a cost not to exceed $82,539.
Funding is available from the following accounts: The Department of General Services
Administration, Communications Services Division, Account Code No. 506000.420601.6.840, in an
amount of $72,264; The Department of Public Works, Operating Budget, Account Code No.
001000.310501.6.840, in the amount of $3,419 and 001000.311001.6,840, in the amount $6,856,
BACKGROUND
The Department of General Services Administration, Communication Services Division, is
requesting the acquisition of nineteen (19) Motorola XTS 3000 Portable Radios with accessories,
including extended maintenance and one (1) Smartnet (SWII) System Watch to replace the STX
and M:TX radios currently in service. The requested purchase will allow the City to replace old
radios that have been in operation for 17 years, are obsolete, and require constant repair. Sixteen
(16) radios will be distributed to the Department of General Services Administration and three (3)
to the Department of Public Works. The radios will be used by Inspectors, Supervisors, and other
staff in order to receive, provide and request needed information. Radios are also used to request
emergency information.
In addition to the purchase of the portable radios, we are purchasing the Smartnet (SWII) System
Watch. The system is the proprietary control system module for the City of Miami's Smartnet 800
Mhz Trunked Radio Communications System used for citywide radio services to Police, Local
Government, Fire/Rescue, and other City of Miami agencies. This module is used to provide critical
and essential maintenance data for expediting technical difficulties. Smartnet (SWII) System Watch
will be used for emergency repair services for citywide public safety radio services. The purchase of
this system will allow for the remote monitoring of system faults and diagnostic messages such as
date and time log of system failures, identify system problems with site/location, expediting repairs
and real time monitoring of system subscribers -and repeaters to isolate malfunctioning units.

Motorola, Inc., is the sole manufacturer of the existing 800 Mhz System, which was previously
acquired by the City via sole source finding. The operating and maintenance software for the
system is proprietary to Motorola, Inc.
The Director of Purchasing has determined that Motorola, Inc., due to the proprietary nature of
their trunking technology, is the sole manufacturer of the Radios with accessories.

exceed $82,539.00. Funding, for the General Services Administration, is available in the amount of $72,264.00, from
the Communications Services Division, Account Code No. 506000.420601.6.840; and a total of $10,275.00 is available
for the Department of Public Works, with 53,419.00 from Public Works Operating Budget, Account Code No.
001000:310501.6.840, and $6,856.00 front Account Code No. 001000.311001.6.840.

requesting that you take the necessary steps to verify that Motorola Inc., 4660 S.W. 158`" Avenue,
Miami, Florida 33183, (305) 225-7565, is the sole source for the provision of the Motorola XTS
3000 Portable Radios with accessories and (1) Smartnet (SWII) System Watch.

The purpose of this letter is to inform you that Motorola is the only supplier of the
XTS3000 portable radios with Smartnet Type it software option and all accessories.
The Smartnet SWll (System Watch) is a computer systeta that monitors the Motorola
800 MHz citywide smartnet voice trunking system and provides a real time diagnosis
of all radio channels. These radios are only available through Motorola directly. This
radio and System Watch computer system are not in our dealer portfolio. I request
that this letter serve as a sole source request for the City of Miami. We are extending
the prices of the radio and accessories until December 31, 2001.
