RECOMMENDATION
It is respectfully recommended that the City Commission waive the necessity of competitive bids
and approve the attached Resolution for the purchase of a RTR-4N Portable Digital X-ray Imaging
System with options and accessories from Science Applications International Corporation, a non-
local/non-minority vendor, located at 16701 Nest Bernardo Drive, San Diego, CA 92127, in an
amount not to exceed $33,183.63.
Funding is available from the Domestic Preparedness Equipment Support Program Grant, Account
Code No. 142030.290529.6.840,
BACKGROUND
The City of Miami was awarded a grant from the U.S. Department of Justice, Office of Justice
Programs. "This grant award is to procure specialized emergency response equipment, for the
purpose of enhancing both the Fire and Police Department's basic defensive capabilities to respond
to incidents of domestic terrorism involving the use of chemical or biological agents, radiological
explosives and incendiary devices. The purchase of the RTR-4N Portable Digital X-ray Imaging
System will provide the Bomb Detail of the Police Department with the capability to remotely
acquire radiographic images of potentially life threatening improvised explosive devices in order to
develop a disposal strategy and eliminate the threat. Use of this system eliminates the
inconvenience of developing X-ray film and increases the safety of those charged with bomb
disposal.
The Director of Purchasing has determined that Science Applications International Corporation is
the sole manufacturer and distributor of the RTR-4N Portable Digital X-ray Imaging System with
options and accessories.

accessories, for the Department of Police. Funding, in the amount not to exceed $33,183.63, is available

The Miami Police Department is seeking to procure the RFR-4N Portable Digital X-ray Imaging System, for
the purpose of enhancing both the Fire and Police Department's basic defensive capabilities to respond to
incidents of domestic terrorism involving the use of chemical or biological agents, radiological explosives
and incendiary devices. The purchase of the RTR 1N system will provide the Bomb Detail of the Police

As a result, Science Applications International Corporation is the sole source provider for the acquisition of
the RTR-4N Portable Digital X-ray Imaging System, with options and accessories.
The proposed cost for the acquisition the RTR-4N Portable Digital X-ray Imaging System, with options and
accessories, for the Department of Police, is in the amount not to exceed $33,183.63, and is available from
the Domestic Preparedness Equipment Support Program Grant, Account Code No. 14230.290529.6.840.
Therefore, I am recommending that the requirements for competitive bidding be waived and the above
findings be approved: that Science Applications International Corporation 16701 West Bernardo Drive, San
Diego, Ca. 92127, is the sole source provider for the acquisition of a RTR-4N Portable Digital X-ray
Imaging System, with options and accessories, for the Department of Police.
