RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the City Manager to amend an existing Processional Services Agreement, in a form
acceptable to the City Attorney, to extend said agreement for a period of six (6) months, and
increase compensation by $20,281.60 from $30,000 to $50,281.60, for Project Coordinator
Services, for the Police Department.
Funding is available from the School -Based Partnerships Grain II, Account Code No.
142026.290518.6.2 70.
BACKGROUND
The Police Department received authorization from the U.S. Department of Justice, Office of
Community Oriented Policing Services to extend the School -Based Partnerships Grant iI for an
additional six (6) months, and the reallocation of ftinds for the Project Coordinator position in the
amount of $20,281.60. The grant was extended for an additional six (6) months to allow for a full
school year, in order to complete the Truancy Intervention Program implemented at Miami Edison
Middle School. The Project Coordinator is the liaison between all the elements of the coordinated
response. It is, therefore, necessary to amend the existing Professional Services Agreement with
the Project Coordinator to reflect said grant extension and provide for the additional compensation
in the amount of $20,281.60.

I am writing to inform you that the COPS Office has reviewed and approved the budget
modification request submitted by your department for the School -Based Partnerships
1999 Grant Award. $42,681.60 previously allocated in the Personnel/Fringe category of
your budget for the Counselor position may be reprogrammed to fund the Project
Coordinator for six additional months at $20,281.60 and University Mentors for nine
months. In addition $17,000 previously allocated for computers in the Equipment
category may be reprogrammed to fund the extension of overtime expenses for officers to
continue working on the project. We understand that this adjustment does not affect the
department's total award amount.

The City of Miami Police Department was awarded $206,917.00 under the '99 School Based
Partnership Grant with Miami Edison Middle School. Due to unforeseen staff changes, the Cin of
Miami Police Department is requesting an extension of six (6) months which will allow a full
school year (2001-2002) of the SARA model to be efficiently documented.
In order to fiscally support the extension, the transferring of funds are necessary to support the
present positions in the personnel category of the grant: the project coordinator and overtime for
the participating officers. (Please see attached).
Because of the staff change and time constraints, the position of the counselor, located in the
personnel category, has not been filled. However, we are still interested in utilizing the monies for
that position. We wish to hire college students frons the local university, who are pursuing their
degree in education, to provide daily mentoring and tutoring to the middle school students after
school hours. By taking this route, the guidelines of the grant will still be met. The mentors will
also provide the students with appropriate referrals which the City of Miami Police Department
will supply to thein.

The Police Department was awarded a School Based Partnerships Grant II from the U.S. Department of Justice to implement
a Truancy Intervention Program at Miami -Edison Middle School located in Little Haiti. This grant will establish "Project
Safe Zone," which will act as a pilot project for the creation of a comprehensive approach to preventing violence instead of
responding to the aftermath. The project will reduce violence through the establishment of a coordinated response involving
the NET area offices, personnel from the school system, community leaders and the Violent Crimes Intervention Unit.
