Resolution to Accept RFQ 00-01-175; Special Master Services FROM; REFERENCES: OS ez ENCLOSURES: City Manager RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Resolution authorizing the City Manager to accept the selection of pre -qualified vendors as listed on the attached qualified bidder's list, to provide Special Master Services for the Police Department, in an annual amount not to exceed $69,000, for a period of two (2) years, with the option to extend for two (2) additional one (1) year periods. The City of Miami reserves the right to add qualified vendors to the contract, as it deems necessary. Funding is to be provided from the Police Department General Operating Budget, Account Code No. 001000.290201.6.270. This Resolution further authorizes the City Manager to execute an agreement, in substantially the attached form, with the providers. BACKGROUND Prostitution, drug, and illegal dumping crimes are a threat to the health, safety and public welfare of the City of Miami. Routinely, motor vehicles are used to facilitate the commission of these crimes. The City of Miami enacted Ordinance No. 11445 that allows for the impoundment of these vehicles and further allows for a Special Master who, following a written request from the vehicle owner, will conduct preliminary and final hearings to determine whether there was probable cause to impound the vehicle. The Professional Service Agreement for the Special Masters will provide for critical services needed for the continuation of the Vehicle Impound Program. Funds will cover the cost of the professional services. It is in the best interest of the City of Miami to continue this program which allows for the confiscation of motor vehicles that are used in the aforementioned crimes; thereby, protecting the health, safety and welfare of the citizens of the City of Miami.
