RECOMMENDATION
It is respectfully requested that the City Commission change the date of its September 27, 2002
meeting to either Monday, September 24 or Tuesday, September 25, 2002. This action would
result in the avoidance of a conflict with the budget hearings of Miami -Dade County and the
Miami -Dade School Board as well as with significant religious holidays.
BACKGROUND
The first reading of the City of Miami FY02 budget is scheduled for September 13, 2001.' This
date need not be changed since it does not conflict with other budget hearings or religious
holidays.
The second reading of the City of Miami FY02 budget is currently planned for Thursday,
September 27, 2001. This date conflicts with Yom Kippur, which begins at sundown on
Wednesday, September 26 and continues through sundown on September 27. As a result, the
current plan results in a conflict with a significant religious holiday.
I believe the best date for the second reading would be either Monday, September 24 or Tuesday,
September 25. The second reading cannot be rescheduled to Thursday, September 20 because it
would conflict with the County's hearing.
The last date on which we can adopt the FY 2002 final budget per our Financial Integrity
Ordinance is Sunday, September 30, 2001, so the practical date for final adoption is Friday,
September 28.
Note: Our schedule cannot conflict with that of the School Board or the County. The County is conducting
its 1st and 2nd readings on September 6 and 20, respectively. The School Board is conducting its 151
reading in July and 2nd reading on September 12.
