FILE: of the City Commission SUBJECT: Approval of Emergency Steel Picket Fencing Work at Various City Parks. FROM: ar ose2 REFERENCES: City Manager ENCLOSURES: RECOMMENDATION: It is respectfully recommended that the City Commission. adopt the attached Resolution, by a 4/51h' affirmative vote, ratifying, approving, and confirming the City Manager's finding of an emergency, waiver of competitive sealed bidding requirements and his action to approve the recommendation to proceed on an emergency basis to replace, repair, and install steel picket fencing at various City parks in an amount not to exceed S494,755 to Professional Welding, Inc., and Murray Fence Co., Inc., two local vendors based in the City of Miami. This Resolution further allocates funds for said purpose from the Safe Neighborhood Park Bond Program, Community Development Block Grant Program, Park Development Fund, State of Florida Grant, Impact Fees, and the Department of Parks and Recreation General Fund Operating Budget, as appropriated for capital improvement projects in Section VI of the City's General Appropriations Ordinance 11705, as amended. BACKGROUND: The existing conditions of the City park facilities, including ten (10) swimming pools, made it essential to replace, repair, and install steel picket fencing at various City parks on an emergency basis. It was essential to perform this work as soon possible in order to properly secure these facilities. In several cases, we worked closely with NET Police Officers who recommended that fencing be installed as soon as possible. Also, in ten (10) of these parks, the fencing that was repaired or replaced involved City swimming pool facilities that needed to be ready to open for the Summer. Additionally, the funding sources for this work, which included Safe Neighborhood Parks Bond Funds, Community Development Funds, and Impact Fees had strict spending time constraints that if not followed, could have resulted in the loosing of these funds. We contacted four (4) companies, of which two (2) were located with City limits and obtained quotations. Eventually, three (3) companies responded. We are pleased to report that the two (2) companies who were the low bidders are local vendors based in the City of Miami. A description of the fencing work performed and the cost per park is. detailed in the attached memorandums dated April 24, 2000, and June 7, 2001 which authorized this emergency action. 6 ij c( M0-14-% CAG/ AR/sb 0l- 791 Donald H. It is essential to perform this work as soon possible in order to properly secure these facilities. Consequently, we recommend the award of these bids in the total amount of $404,889 to Professional Welding, Inc., and an amount of $60,28S to Murray Fence Co. In the event that additional funds are needed for contingencies for unforeseen site conditions, we are attaching the approved total budget available for these projects. The budgeted funds in most cases exceed the actual bid amounts. It would be our intention to seek City Commission "after the fact" ratification of your action at the earliest possible City Commission Meeting. The following are the projects that we would like to have our Purchasing Department issue purchase orders on an emergency basis. Please note that this extra work will not only provide added safety to the pools but it will also offer extra protection to the City's park facilities. The Purchase Orders listed below will be increased for the amounts indicated to complete the following park improvement projects: installation of an additional 15' steel double gate at Henderson Park; welding tubing bents on top of each picket of an existing 673 feet steel fence around the pool to extend the height by 3' feet at Morningside Park; installation of 16 lineal feet of galvanized steel picket fence at Moore Park; installation of a 8' tall 42" wide pedestrian entry gate at Fern Isle Park; installation of two (2) additional 25' wide swing gates and eight round 5" pipes to secure the parking lot area at Charles Hadley Park; installation of 62' of lateral steel picket fence and a double gate at the parking lot at Oakland Grove Park; installation of a double swing steel picket door for a tool shed, a 14' rolling gate, and 75' of steel picket fence at Alice Wainwright Park; repair a main gate at Buena Vista Park; add 47' of steel picket fence at Sewell Park, and welding tubing bents on top of each picket of an existing steel fence around the pool at Elizabeth Virrick, Shenandoah, and West End parks, respectively, The Department of Management and Budget has verified that Safe Neighborhood Park Bond, Impact Fees and Park Operations funds are available for these projects in the Capital Improvement Account for the amounts listed below: Project Account No./Project No. Additional New P.O.
