the requirements for competitive sealed bidding procedures
are waived, and the extension of contracts with Tri-State
Employment Services, Budget Quality Staffing, Manpower
International, Tnc., Adstaff Personnel, Western Staff Services,
Inc., Deanna Enterprises, Tnc., d/b/a ATA EmploymenL of Miami. and
K. Mitchell & AssociaLes for the provision of temporary personnel
services, from June 14, 2000 through December 1, 2000, for the
Department of Human Resources, to be used by various City
deoartme-nts on an as -needed basis, in an amount not to exceed
745,911, is approved, with funds allocated from each of the
General Operating Budgets of various user departments.
Section 2. The City Manager is authori.zedil to execute
all necessary documents, in a form acceptable to the City
Attorney, for said purpose.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of. ::he Mayor.?'

It is respectfully recommended that the City Commission adopt the attached resolution
ratifying, approving and confirming the City Manager's finding of an emergency,
authorizing an extension of the contract for temporary personnel services, to various
departments on an as needed basis, pursuant to Bid No. 96-97-014. The extension was
effective from June 14, 2000 through December 1, 2000.
BACKGROUND
Resolution No. 97-324 authorized the use of various temporary personnel agencies to
provide temporary personnel services on an as needed basis, pursuant to Bid No. 96-97-
014, for various City departments. Temporary personnel services are used to provide
assistance to City departments when urgent/emergency situations arise. The use of
temporary services provides departments with qualified workers while the recruitment
and hiring process takes place.
the contract was due to expire on June 15, 2000, and an emergency request for extension
was granted through December 1, 2000 by the City Manager and the Financial Oversight
Board, for a total amount not to exceed $100,000. The total expenditures from June 14,
2000 through December 1, 2000 totaled $45,911. Funding for these expenditures was
appropriated from the various user departments' budget account codes.

This memorandum serves to request a continuation of the existing contract for Temporary
Personnel Services on an emergency basis, beyond its scheduled expiration. Temporary
Personnel Services are used to provide assistance to City Departments when urgent/
emergency situations arise. The use of temporary services provides departments with
qualified workers while the recruitment and hiring process takes place. The current
contract, bid number 96-97-014, was originally due to expire on June 15, 2000. A new
contract is presently out to bid, but it is likely that the contract will not be'awarded by the
expiration of the existing contract. The former City Manager, Donald H. Warshaw,
approved an emergency extension until August 1, 2000; however, due to numerous
questions from potential vendors, the vendor response date was extended from June 5u' to
June 19`h.
As a result, it is requested that the current contract be extended for a period of two
months beyond the scheduled termination, at the same price terms. Based on
expenditures to date, the appropriation for this expenditure does not have to be increased.
Legislation ratifying this emergency action will be submitted for inclusion on the
September 14, 2000 City Commission Agenda.

WESTERN STAFF SERVICES, INC„ DEANNA ENTERPRISES.
INC., DSA AIA EMPLOYMENT OF MIAMI, AND K. MITCHELL.
& ASSOCIATES, FOR THE PROVISION OF TEMPORARY
PERSONNEL SERVICES TO VARIOUS DEPARTMENTS ON AN
AS NEEDED, WHEN NEEDED BASIS, FOR THE DEPARTMENT
OF HUMAN RESOURCES, ON A CONTRACT BASIS FOR ONE
(1) YEAR WITH THE OPTION TO EXTEND- FOR TWO (2)

WHEREAS, it is necessary for the Department of Human Resources to secure a
contract for Temporary Personnel Services on as needed, when needed basis for various
city departments; and
WHEREAS, invitations for Bid No. 96-97-014 were malted to sixty-eight (68)
potential bidders and ten (10) responses were received from qualified bidders; and

WHEREAS, the Department of Human Resources (OHR) surveyed the needs of all
city departments to determine their past, present and projected future utilization of
temporary personnel services; and
WHEREAS, it has been determined that temporary personnel agencies will
continue to be needed in the future to provide temporary services for unforeseen and
prolonged absences, resignations, retirements and/or special short term projects, as
needed; and
WHEREAS, the personnel categories were placed into four (4) groups to allow
firms to compete in their specialty areas, such as clerical support, financial, skilled and
unskilled laborers; and
WHEREAS, the lowest bid per group is designed as the primary vendor and the
next two (2) lowest per group are to be considered secondary vendors, and should the
primary vendor fail to respond within a specified lead time (48 hours), the services from
the secondary vendor will be requested; and
WHEREAS, any requested use of these services will require the prior approval from
the Department of Human Resources and budget approval for the expenditure of funds
from the appropriate user department budget account codes before the issuance of any
purchase orders for this service; and
WHEREAS, the City Manager and the Director of Human Resources recommend
that the bids received from Tri-State Employment Services; Budget Duality Staffing;
Manpower International Inc.; AdStaff Personnel; Western Staff Services, Inc.; Deanna
Enterprises, Inc., dba Al A Employment of Miami; and K. Mitchell & Associates be

accepted as the lowest most responsible and responsive bidders on a group by group basis
and designated as either primary or secondary based upon cost;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
are hereby adopted by reference thereto and incorporated herein as if fully set forth in this
section.
Section 2, The bids submitted on March 12, 1997, by Tri-State Employment
Services; Budget Quality Staffing; Manpower International Inc.; AdStaff Personnel;
Western Staff Services, Inc.; Deanna Enterprises. Inc., dba AIA Employment of Miami:
and R. Mitchell & Associates for the provision of temporary personnel services to various
departments, on an as needed, when needed basis, on behalf of the Department of Human
Resources, on a contract basis for one (1) year with the option to extend for two (2)
additional one 01 year periods, conditioned upon criteria as herein specified, are hereby
accepted, with funds therefor hereby allocated from user department's budget account
codes.
Section 3, The City Manager is hereby authorized to instruct the Chief
Procurement Officer to issue purchase, orders for these services, and thereafter to extend
this contract for two (2) additional one (1) year periods at the same price, terms and
conditions, pursuant to Bid No. 98.97-014, subject to the availability of funds.
Section 4. This Resolution shall become effective immediately upon its adoption.
