0 • J-01-594 7/11/01 RESOLUTION NO. 41- 739 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING FUNDING OF THE GANG REDUCTION ACTIVITIES AND SPORTS PROGRAM (G.R.A.S.P.) TO ASSIST WITH PROVIDING AN EFFECTIVE: JUVENILE PREVENTION PROGRAM, IN AN AMOUNT NOT TO EXCEED $98,138; ALLOCATING FUNDS FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NO. 690002, SUCH EXPENDITURE HAVING BEEN APPROVED BY THE CHIEF OF POLICE AS COMPLYING WITH THE U.S. DEPARTMENT OF JUSTICE'S "GUIDE TO EQUITABLE SHARING"; AND AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH G.R.A.S.P. FOR THE ALLOCATION OF THE FUNDS. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The funding for Gang Reduction Activities and Sports Program (G.R.A.S.P.) to assist with providing an effective juvenile prevention program, in an amount not to exceed $98,138, is authorized, with funds allocated from the Law Enforcement Trust Fund, Project No. 690002, such expenditure having been approved by the Chief of Police as complying with the U.S. Department of Justice's "Guide to Equitable Sharing." Section 2. Pursuant to the provisions of Section 932.7C55(c), Florida Statutes (2000), the recipient, G.R.A.S.P., shall (1) certify that the funds appropriated will be used lawfully and for the purpose stated, (2) be required to maintain • approved by the Chief of Police as complying with the U.S. Department of Justice's "Guide to Equitable Sharing." Section 2. Pursuant to the provisions of Section 932,7055(c), Florida Statutes (2000), the recipient, G.R.A.S.P., shall (1) certify that the funds appropriated will be used ]awfully and for the purpose stated, (2) be required to maintain proper accounting records for the expenditure of such monies, and (3) provide any reports, including, but not limited to, audit reports, as may be required by the City of Miami or applicable law. Section 3. The City Manager is authorized!' to enter into an agreement, in a form acceptable to the City Attorney, with G.R.A.S.P. for the allocation of the funds. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.? The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. ?� If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. It is respectfully recommended that the City Commission adopt the attached Resolution authorizing funding, in the amount of $98,138, for the continuation of the Gang Reduction Activities and Sports Program (G.R.A.S.P.). Funding is to be provided from the Law Enforcement Trust Fund, 1J.S. Department of Justice, Project Number 690002. BACKGROUND The Gang Reduction Activities and Sports Program (G.R.A.S.P.) was established in October of 1995. This program has proven to be an effective juvenile prevention program by diverting at - risk kids from a life of crime and gangs, and steering them toward a more positive and rewarding lifestyle.
