Funding has been allocated from the Operating Budget of Miamarina at Bayside Account No. 413000.350505.840. BACKGROUND During recent excavation work to remove two underground waste oil containment vaults at Miamarina, a subcontractor performing soil boring work accidentally struck an underground electrical pipe, causing a disruption of electrical service to the Marina Office, customer restrooms/showers and the Miami Police Unit Office at the Marina. immediate repairs were initiated to restore the electrical services which were essential to ensure the safety of the public. Benson Electric Inc. provided the most responsive proposal for these repairs in the amount of $5,644.00. During recent excavation work to remove two underground waste oil containment vaults at Miamarina, a subcontractor performing soil boring work for the project's general contractor accidentally struck an underground electrical pipe, causing a disruption of electrical service to the Marina Office, customer restrooms/showers, and the Miami Police Dept. Unit Office here at the Marina. Our Department has solicited three proposals from electrical contractors to repair the damage (attached), and recommends the project be awarded to the low bidder, Benson Electric Inc., in the amount of $5,644.00; funding for the necessary repairs is currently available from within Miamarina's FY 2001 Operating Budget (see below). It is our intention to seek full restitution from the contractor for the cost of the repairs; however, it was determined that initiating the repair work ourselves was the fastest way to get this work done. The drilling company was performing work as a subcontractor to Environmental Site Assessments, Inc. — E.S.A. had been hired by this Department to remove/abandon in place two underground waste oil containment vaults at Miamarina. The drilling company was attempting to place one of three perimeter monitoring wells adjacent to one of the vaults when they struck a 220V line buried under the sidewalk outside the Marina Office. Subsequent to the above I contacted the Public Works Department, and electrical engineers from that Department assisted in assessing the damage and recommending a course of action for repairs. An Emergency Purchase Order was issued for this work pursuant to the solicitation of three bids, and Benson Electric Co. is currently working to replace the damaged line. The estimated cost of these repairs is $5,644.00. Also attached is a copy of the Professional Services Agreement entered into between the City and Environmental Site Assessments, Inc. for the removal/abandonment of the waste oil containment vaults, as well as the Certificate of Insurance and supporting information provided by E.S.A. It is my hope that the City can be reimbursed for the cost of the repairs currently being undertaken — please let me know how I can further assist you toward that end. G"NEZ City MenyK This date, at approximately 11:00 AM, subcontractors under the employ of Environmental Site Assessments, Inc. struck and damaged an underground electrical service line while drilling through the sidewalk outside the Marina Office. E.S.A. has been hind by the City to remove and abandon in place two underground waste oil containment vaults at Miamarina — the hole being drilled was to be for a monitoring well to measure contamination levels adjacent to one of the wells. The drilling company's auger partially severed a 220V line that supplied electrical service to the Marina Office and restrooms/showers, shorting out approximately 8 different service connections at the upstairs breaker box. I immediately requested that the company cease further drilling anywhere until the extent of the damage could be determined, and we could ensure that no other underground service might possibly be impacted.
