HomeMy WebLinkAboutR-01-0690J-01-476 6/04/01 RESOLUTION NO. 01— 690 A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY MANAGER TO ESTABLISH AN ADMINISTRATIVE POLICY GRANTING HIRING PREFERENCE, SUBJECT TO CERTAIN REQUIREMENTS, TO A CITY OF MIAMI RESIDENT WHO IS AN APPLICANT FOR EMPLOYMENT IN THE CITY'S CLASSIFIED SERVICE. WHEREAS, the residency requirement as a condition of continuing employment for classified City of Miami employees has been abolished througu negotiation with the unions; and WHEREAS, the City Commission wishes to establish a policy to enhance employment opportunities in the classified service for applicants who are residents of the City of Miami; and WHEREAS, existing labor agreements require or permit a hiring preference for City employees and/or certified paramedics and firefighters; In or JUL 10 2001 amew o. no 01- 690 0 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is directed to establish an administrative policy granting hiring preference to a City of Miami resident who is an applicant for employment in the City's classified service, subject to the following requirements: (a) The applicant shall provide substantial competent evidence of residence within the City of Miami jurisdictional limits at the time of application for classified service; (b) The residency hiring preference shall be applied after the establishment of rating bands pursuant to interview results; (c) The residency hiring preference shall not supersede the Veteran's preference, state paramedic and/or firefighter certification preference or the City employee preference currently in effect pursuant to State law and/or previous labor agreements. Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.11 -'� If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
