Funds for this purchase are available from NET Budget Account 145001.2:1113.6.840. BACKGROUND: D: NET has analyzed the results of the bidding process performed by the Procurement Department of Bid No. 00-01-164. Seventy-one (71) invitations for bid were distributed and seventeen (17) responses were received by the Procurement Department. According to the Procurement Department. Executive Source, Inc. submitted the lowest most responsible and responsive bid meeting specifications, and is, therefore, recommended for the award. NET is actively seeking to modernize its Code Enforcement program in order to more effectively manage an ever-increasing caseload. Approval of this request would enable code enforcement inspectors to gather and process evidence more efficiently and transmit said information more effectively while reducing the recurring maintenance cost for this function. In the past, code enforcement inspectors have used Polaroid cameras to document violations, this method has proved to be costly and ineffective. The pictures taken are not of an appropriate size and quality (resolution); it is very cumbersome and time consuming to transmit them trough electronic mail and the rudimentary technology renders inspectors unable to zoom in on details of a volition allowing them to take often unclear pictures which constitute poor evidence to substantiate their cases.
