Members of the HEP Board must be experienced individuals representing specific professions related to the Hoard's responsibilities. Appointments must be made from individuals -who have applied Five appointments are currently needed whose terms expired on March 9. 2001. During the Commission meeting of April 26, 2001, Commissioner Regalado nominated Mercedes Lamazares as a member for the citizen category. Ms. Lamazares is employed by the City of Miami Beach, and therefore requires a waiver by a four-fifths vote of the City Commission, the prohibition of employees of Miami -Dade County or any municipality other than City of Miami emplo�ees, to serve on or be appointed to any board. Ordinance 12059, passed at the May 10 'meeting. allows for such waiver. Our office advertised for applications in a newspaper of general circulation, as required by the City Code. Balzebre grew up in the Grove and attended kindergarten and elementary school at Gulliver Academy when it was iocated on Main fl►ghwav and Douglas Road. He went on to Ponce de Leon junior High and then to Mercersburg Academe in Pennsvlvania, where he graduat- ed in 1972, won a scholarship as an exchange student and stud- ied art history at England's Bishop Stortford College.
