BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. A working group is established, as more particularly described in the attached and incorporated memorandum submitted by Commissioner Arthur E. Arthur E. Teele, Jr. Commissioner By this memo, I am respectfully requesting to bring up a pocket item to establish a Working Group to develop a comprehensive plan including not limited to siting, financing, uses and operations for a "1" class park complex in Little Haiti" between Miami Avenue and NE 5'" Avenue and between NE 41 "' Street and NE 791" Street. The Working Group plan will be chaired by the City of Miami District 5 Commissioner. The Working Group shall be co-chaired by the following officials or their written designee(s): State Senator and Representative (each) that represents the District , the County Commissioner that represents the District and the School Board Members that represents the District, or the aforementioned representatives that represents the largest portion within the boundaries. In addition the following entities shall have one appointee or the specified number of appointees designated provide that all such appointments shall be made in writing and received by the City of Miami Clerk prior to 5:00 pm Friday, July 6, 2001: A. Florida Department (4) 1. District Secretary of the Department of Family and Children Services 2. District Secretary of the Department of Health for Miami -Dade County 3. District Secretary of the Department of Juvenile Justice 4. District Secretary of the Department of Public Health B. Miami -Dade County (7) 1. Miami Dade County Office of the Mayor 2. Manager, Miami Dade County Department of Parks and Recreation 3. Manager, Miami Dade County Department of Human Services 4. Manager, Miami Dade County Cultural Affairs 5. Manager, Miami Dade County Community Action Agency 6. Two Appointees by County Commissioner that represents the area. 01-- 604 C. City of Miami (1 1) 1. City of Miami Office of the Mayor 2. The Manager, (Community Development) shall identify in writing three agencies for one appointment each, that has received funding and have identified their target area as Little Haiti. (3) E. Homeownership Association and Advocacy (10) 1. Haitian Task Force (2 appointees) 2. Communities United (2 appointees) 3. Little Haiti Housing CDC 4. Roots and Culture, Inc. 5. Haitian American Foundation 6. Buena Vista Homeowners Association 7. Center for Haitian Studies 8. Little Acorn (Little Haiti area program) F. U.S. Congress and City District Five Commissioner (7) 1. The U.S. Congresswoman (4 appointees) 2. City Commissioner of Miami, District 5 (3 appointees) The aforementioned entities that are eligible to make appointment(s) shall make such appointment(s) by written memo to the Clerk of the City of Miami prior to 5:00 pm on Friday, July 13, 2001; appointments not timely submitted shall be subsequently deemed ineligible. The Working Group, by vote, may add additional persons to the working group not to exceed a total of fifty (50) members. A written report and presentation shall be made no later than September 13, 2001 to the City Commission. A copy of the report shall be submitted to: 1. The Mayors of the City of Miami and Miami -Dade County 2. The County Commission 3. Florida Speaker of the House 4. President of the Florida Senate 5. Governor of Florida ATTN: a. Secretary Community Affairs b. Secretary of the Department of Children and Family Services c. State Budget Officer The Working Group shall meet twice in the month of July and twice in the month of August. All meetings will be noticed including publications in the Miami Times and the Haitian Times. City of Miami Clerk shall provide notice and administrative support. City Attorney will represent as Counsel to the Working Group. City Manager to provide administrative staffing without incurring significant cost. Oji- 604 f -The: meeting time, place and procedures shall be set or established by the chair subject to the isview by the Working Group. The cost of notices will be allocated to either the Clerk of the City or the District 5 budget. All other expenses will be allocated to the budget for the District 5 Commissioner and the District 5 Commission, in conjunction with the Clerk's Office shall provide administrative staffing. The City Clerk shall provide certified written notice to each appointing entity of their respective right to make the designated appointment prior to Wednesday, .lune 27, 2001.
