U 1 6 0 3 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE ALLOCATION OF FUNDS, IN AN AMOUNT NOT TO EXCEED $100,500, FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NUMBER 690001, TO PROVIDE FOR SALARY, TRAVEL EXPENSES, TAXES AND ASSOCIATED OPERATING COSTS TO EMPLOY A POLICE LEGISLATION LIAISON, SUCH EXPENDITURE HAVING BEEN APPROVEL BY THE CHIEF OF POLICE AS COMPLYING WITH SECTION 932.7055, FLORIDA STATUTES (2001). WHEREAS, the Police Department will be hiring a Police Legislative Liaison who will be responsible for securing Federal, State and local funds for the Department of Police; and WHEREAS, it is determined that funds, in the amount of $100,500 will be necessary to cover the costs of the Liaison's aalary, taxes, travel expenses and associated operating costs; and WHEREAS, funds to cover these expenditures have not been included in the Police Department's normal operating budget and are available in the City of Miami Law Enforcement Trust Fund; and WHEREAS, Section 932.7055, Florida Statutes (2001), authorizes the expenditure of forfeiture cash or proceeds for certain law enforcement purposes not considered normal operating expenses from the City of Miami Law Enforcement Trust Fund; and CUT CO�� ]TWO OF JUN 1 h 2001 x�u� rta MWE WHEREAS, the Chief of Police has determined that the expenditure proposed complies with Section 932.7055, Florida Statutes (2001), and recommends adoption of this Resolution; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The allocation of funds, in an amount not to exceed $100,500, is authorized from the Law Enforcement Trust Fund, Project No. 690001, to provide for salary, travel expenses, taxes and associated operating costs to employ a Police Legislation Liaison, such expenditure having been approved by the Chief of Police as complying with Section 932.7055, Florida Statutes (2001). Section 3. This Resolution shall become effective immediately upon adoption and signature of the MayorJ/ ii If. the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. Funding is to be provided from the Law Enforcement Trust Fund, Florida State Statute Chapter 9:12.7055, Project Number 690001. BACKGROUND As per Position Audit #01-41A, the Miami Police Department will hire a temporary, full-time Police I egislative Liaison who will be responsible for securing Federal, State and local crime/drub prevention grants for use by the Police Department. Some of the duties of this position include, but are not limited to: meetuig with elected officials and high-ranking administrators to represent the interests of the Police Department and its community. accessing funding sources from Federal, State, county and other organizations to secure funds to be utilized by the department; traveling locally, statewide and nationally to represent the interests of the department; and representing the City before legislative bodies or committees, program administrators or the general public to present components of grant or funding applications. These funds will be used towards the Police Legislative Liaison's salary, FICA benefits, travel expenses, and operating expenses (cellular telephone, pager, office equipment).
