BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. By a four-fifths (4/5t'he) affirmative vote of the members of the City Commission, the City Manager's finding of an emergency, waiving the requirements for competitive sealed bidding procedures, and authorizing the acquisition of site analysis services for the Port of Miami proposed expansion of passenger terminal facilities to Watson Island from S,pill.is Candela DMJM, in an amount not to exceed $12,040.50, is art COM USSION NESTING OF JUN 14 2001 pawkiwa i" -41- 593 ; ratified, approved and confirmed, with funds allocated from Account Code No. 344102.509202.230. BACKGROUND: At the time the Pon of Miami approached the City of Miami expressing interest in possible expansion of passenger terminal facilities to Watson Island, the Aviation and Visitors Center project was under design for the south side of the Island. To accommodate the Port's interest, it was necessary to immediately reexamine the site configuration and determine the feasibility of developing both prgjects at an adjacent south side location. The firm of Spillis Candela DMJM was and remains under contract to the City for the design of the Aviation and Visitors Center. Spillis Candela was able to expeditiously assist in the site planning analysis required at that time Although the Pon of Miami has withdrawn its interest in expanding to Watson Island at this time, the sitIt analysis work by Spillis Candela DMJM was performed at a total cost of $12,040.50. Funds are available to pay for professional architectural services rendered from Account Code No. 344102-509202-230. Approving Payment of Services Provided on Emergency Basis by Spillis Candella DMJM for Site REFERENCEPianning and Analysis ENCL.OSURES Approximately one and a half years ago, the Port of Miami approached the City of' Miami expressing interest in possible expansion of Port passenger terminal facilities to the south side of' Watson Island. It was at this time that the City Commission directed the City Manager to discuss the possible expansion of Port passenger terminal facilities to Watson Island with Port representatives. 'This proposed expansion would have impacted the location of the City of Miami Aviation and Visitors Center proiect, already under design by Spillis Candella DMJM. The Port's interest in Watson Island made it necessary to reexamine the site configuration in order to determine the feasibility of accommodating the development of these adjacent projects on the south side of Watson Island. These services were beyond the scope of %-vork outlined by the existing contract between the City and Spillis Candella DMJM for the Aviation and Visitors Center Project. These services were found to constitute an emergency and we proceeded to acquire the site analysis services through this design consultant, without undergoing further procurement procedures. The Port of Miami has since withdrawn its interest in expanding to Watson Island at this time. Spillis Candella DMJM completed the site analysis work at a total cost of $12,040.50. This request is to secure your formal designation of this acquisition as an emergency, thereby waiving competitive procurement procedures, and authorizing payment for the emergency services provided by that firm. Your signature below would indicate that you are in agreement with this action and that we should proceed immediately to seek ratification by the City Commission daring its next meeting, as indicated in the attached legislation.
