RESOLUTION NO.
A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE CITY MANAGER TO ACCEPT
PROPOSALS FROM DOVER, KOHL AND PARTNERS, DUANY
PLATER-ZYBERK AND COMPANY AND HELLMUTH, OBATA
AND KASSARAUM, INC. (COLLECTIVELY "PROPOSERS"),
TO PROVIDE DESIGN SERVICES FOR VARIOUS CITY
PROJECTS; AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE PROFESSIONAL SERVICES
AGREEMENTS, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, WITH THE PROPOSERS, IN AN AMOUNT NOT
TO EXCEED $50,000 FOR EACH PROPOSER, FOR A
TOTAL AGGREGATE AMOUNT OF $9.50,000 PLOS RELATED
EXPENSES; ALLOCATING FUNDS FROM CAPITAL
IMPROVEMENT PROJECT NO. 344102, ENTITLED
"DEVELOPME.NT PROJECT CONSULTANTS."
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORI DA:
Section 1. The City Manager is authorized to accept: the
proposals from Dover, Kohl and Partners, Duany Plater-Zyberk and
Company and Hellmuth, Obata and Kassabaum, Inc. (collectively
"Proposers") to provide design services for various City
projects.
Section 2. The City Manager is authorized!' to negotiate
and execute Professional Services Agreements, in a form

Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.21

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the execution of the necessary agreements, in a form acceptable to the City
Attorney, in a total amount of 5150,000 for three professional planning consultants and
related expenses to assist the Planning and Zoning Department in the town planning and
urban design of various city projects. Funds are to be allocated from the Capital
Improvement Program, Project No. 344102 entitled "Development Project Consultants."
BACKGROUND
The City of Miami -is desirous of receiving town planning and urban design services for
various city projects. Funds have been allocated in the total amount of $150,000, which
will be distributed in amounts not to exceed $50,000 for each of tluee consultants.
A Request for Letters of Interest was issued seeking qualified town planning and urban
design frrrn(s) to perform the required services. Letters of Interest were received on June
4, 2001, and evaluated by a selection committee.
The City Manager and the Planning and Zoning Department recommend that the
proposals be accepted from the following firms:
Dover, Kohl and Partners
Duany Plater-Zyberk and Company
Hellmuth, Obata and Kassabaum, Inc.
It will be necessary for the City Manager to negotiate and execute Professional
Agreements with each of the above named consultants.

The Planning and Zoning Department has verified that funds are available with the
Department of Management and Budget for three professional planning consultants to
assist the Planning and Zoning Department in the town planning and urban design of
various city projects, for a total cost not to exceed $150,000. Funds are to be allocated
from the Capital Improvement Program, Project No. 344102 entitled "Development
Project Consultants."

TOWN PLANNING AND URBAN DESIGN SERVICES
The City of Miami is requesting Letters of Interest from professional Town Planning and Urban Design
firm(*) to provide design services for various city projects at the time of need for a period not to exceed one
year. Firm(s) selected and determined to be the most advantageous to the City shall participate on a rotational
basis to provide design services in an amount not to exceed $50,000 per engagement me nt The firm(s) and/or the
principles) of the firm(s), must have a minimum of five (5) years experience in the practice of new urbanist
principles and the public process in the town plansung and urban design of communities that reinforce the
public domain and human scale. Letters of Interest must contain as ami: i
• Tile fist's qualifications and experience.

Ile City reserves the light to accept any Letters of Interest deemed to be in the best interest of the City or
waive any irregularities in any response, to cancel or reject any and all responses, and/or to re -advertise for the
Request for Letters of Intamt.
